My current highest bidder on an auction has Ukraine as their location on their profile. And they have past-month feedback, so they've obviously been allowed to buy in that time. Now I realize there may have been ways for Ukrainians (and Russians for that matter) to buy all along, but with this one's having their actual account profile stating they're in Ukraine ..... does that mean Ebay has unblocked all Ukrainian accounts?

Oooo I sure hope so. Wonderful buyers, or always were for me anyway (Russians too). My sales took a serious measurable hit when they all got blocked.

They are blocked from shipping. At least via EIS.

I have no clue if ship to exclusions have any connection to purchasing.

If ukraine accounts can still purchase and FF themselves.

Since you have an active bidder with a ukraine account, I'd say they can.

EBay never blocked the Ukrainian accounts buyers or sellers. As others mentioned what they blocked was shipping into those countries from the US at least through conventional means. Coming out of the Ukraine it's on the Ukrainian seller to work the logistics of getting the items shipped out of the country.

A lot of Ukrainian buyers and sellers along with those in the Russian Federation have found creative ways to manage the situation. For those in the Russian Federation a lot of things are flowing through China to get around the current sanctions.

Whoa. So that would explain why the minute Russia was blocked, my sales to China jumped up. But I just didn't look at the account names/locations. The shipping names have been Chinese, and at least 90% of them using forwarders in Oregon and California. Now I'm gonna go back and look at some of those, see what is on their profiles.
