I have a set of 200 baseball cards set up as a you choose the card list
meaning 200 variables
how can I set up a discount if some one buys 3 of the card they get another one free

I'm not 100% sure but I don't think you can do that on a variations listing.
Someone else smarter will be along with the answer...

You can simply inform buyers that you will refund them for the 4th purchase.

Actually what is likely cleaner and easier for you as well as the buyer is to do Volume Discounts.
Revise the listing.
Just below the description box on the right side of the screen is an Icon that says See Pricing Options. Click on that.
Turn On Volume Pricing, it will turn blue when it is turned on.
Now click on your listing page again. Anywhere outside the box where you turned on Volume pricing.
Now just below the Unit Pricing of your item. An inch or so down on your screen [I'm using a laptop]
You will find a section called Add Volume Pricing.
There you can see what percentages you can give your buyer OFF the price when they purchase additional items. This is a very good tool and allows the buyer to see discounts. They like that a lot.
This is not exactly how it displays, but it give you an idea. Sorry I don't have the right program on this computer to do a nice screen shot photo.
The percentages you want to give a buyer off, is completely your choice.

To do what you want across different variations, or for that matter even different listings, is to create a store discount promotion for Volume Pricing and apply it to the appropriate listings.
