Dear Ebay, the kids are sending emails again

After the "Wall of Text" email now I get this email.  How could any company with adults at the helm release something like this?

 

In a way this message is hilarious, but after the humor wears off it is just sad.

 

How about an explanation Ebay?

You would think that these types of things would go through several layers of review before being sent out.  If not, pretty scary.  If it did go through review, even more scary.

OK, I haven't had any coffee this morning so I'm a bit foggy, so, please, someone tell what does that first sentence even mean.

In addition to the decimal nonsense, the first sentence makes no sense at all. Your average handling time is a percentage?  Handling time  would be  be measured in time units such as hours or days.  Back to third grade for all of that staff!  Even when translated into something grammatical such as "your on-time handling" it doesn't make sense.  I have a headache now. Thanks, @scstool .

It means the crack programmers at Ebay have developed a proprietary algorithm for converting "Time" to a percentage with a 16 significant digit level of precision.

It also appears those programmers are unsupervised

 

It also means my handling time percentage is dismal

Questions of math aside, that whole message sounds like it was written by someone whose mastery of the English language is nowhere near what they think it is. ("Handle time"?) Practically every sentence sounds a bit "off," and in need of polishing if not a complete rewrite.
