Item was shipped and took 3 weeks for post office to deliver. They filed an item not received claim thru ebay So i refunded them. Post office finally delivered the item after the refund. The customer will not respond to my request for payment. Is there a way to get paid?

About the best you can do is say in your email - I'm pleased to see your item has arrived and I apologise for the postal delay. If you still want it I will reduce the price by 25%. Sorry again for the delay etc etc.
Something like that has worked for me a few times. A couple of apology's and the promise of money off is usually enough to prompt all but the most dishonest into paying up. Or at least paying something.

Why would the seller report the buyer? Item took three weeks – seemingly lost – so the seller refunded. Absolutely, depending on the item, it might be appropriate for the buyer to find a way to pay for the item. But, that isn’t simple for some.

No, there is no way to get paid unless the buyer goes out of his way to do it.

No, there is no way to get paid unless the buyer goes out of his way to do it.
Yes there is I have contacted eBay on Facebook and told them I had refunded an INR and it later arrived so eBay gave me a courtesy refund.

Yep, message eBay through Facebook and point out how you refunded and item has now arrived.
They should give you a courtesy refund, they have done it for me beofre.
It is important to remember that if you are expecting Ebay to help, an appeal is only good on a refund if Ebay forced the refund. Meaning if the seller voluntarily refunded the buyer it is highly unlikely if Ebay will help financially.
INRs are really so different than handling an INAD. Let the INR run it's course. It is better to allow Ebay to force the refund after there is no movement for several days. It doesn't hurt your seller stats at all. But it gives you the ability to appeal it if the item arrives at a later date.

Because an item arrives late doesn't mean it is FREE. That isn't a thing. If you are fine as a seller to lose the money and the product, that is fine. For you the answer is do nothing, just let the buyer have a windfall that you paid for.
If the buyer isn't willing to either return the item or pay for the item, you betcha I'll be reporting them.

That is not true. The seller can send the buyer an invoice through Paypal and the buyer can pay that invoice. It is really easy for both the buyer and the seller. It also is not against any Ebay rule and they are very much aware that sellers to this is specific situations like this because Ebay doesn't offer a vehicle to take care of this type of situation.

What policy did the buyer violate? I’m not arguing about right and wrong, just curious as to what eBay rule was broken.

I voluntarily refunded because it seemed the package was lost because after 10 days it had not updated tracking so I refunded and finally after a month it was delivered and contacted eBay and got my courtesy refund

That is a good point. It would be a moral one, not an Ebay rule.
Same for sellers that get a shipment returned to them because the buyer gave the seller a bad address or they didn't to accept the package. Ebay will not require the seller to refund any money at all to the buyer. But most of us here will advise a seller in this position to refund the buyer less original shipping and any non recoverable fees.
So I guess neither situation would be breaking an Ebay rule but a moral one.
If you don't feel the buyer is doing anything wrong, would you feel the same way about a seller in the above situation?

If you let the INR stay open and do NOT voluntarily refund the buyer, Ebay will step in around the 11th day or so and refund the buyer from your funds. If at a later date the buyer receives the item, if the seller voluntarily refunded the buyer, they don't allow for an appeal. But if Ebay stepped in and processed the refund from the seller's fund, you are allowed to appeal.
The same is true on INADs. You can't appeal an INAD that is voluntarily refunded.
Now you are also correct, from time to time Ebay will issue a curtesy refund to the seller. But that is not the normal outcome.

I have had it happen 3 times in the past 6 months..while not super often, I don't think that's too bad.
I always voluntarily refund if INR case is open and I think item is lost. If it arrives later I just contact eBay.
