So I am very angry at this point. A few weeks ago I was suspended from ebay for 2 weeks for receiving an offer in my messages. Even though I rejected the offer; ebay still suspended my account. Now that is utter **bleep** in and of itself. Now today I am even angrier. I got an email saying that my bank account has reached zero dollars and now I owe a fee of 15 dollars to my bank. Who charged my bank account? well it was ebay. I received a final value fee of 60 dollars for an item that I didn't even sell. That is purely ridiculous and I have no intention of paying this amount. It doesnt help that ebay customer service is almost impossible of getting ahold. If someone could message me about this that would be great.

I suspect what Brian T isn't telling us is that there was more to the story than what the original poster told us....
Quite possibly but we'll never know.

Brian.t@ebay.com
I copied & pasted out your response for the next time some people ask me to text them about selling them my high priced item.
My second question, a possible grey area, is still open and that is when offering local pick up only is it ok to allow a potential local buyer the courtesy to come over to inspect the furniture or other large item by providing the address before they actually buy it?

Brian if you have a item listed on ebay and a message comes in and says I'll pay you X for your item. If you don't answer the email and the item ends and then you reply to the message. The item didn't sell when listed on ebay so I'll accept your offer is that also a violation?

Incorrect. Sellers give them access to your account. Without them giving you access you cannot sell here. Also, yes, Ebay can and will read all messages between parties if need be. This is just another example of why people should not assume what an OP says is completely true.

@beyonderland_0 wrote:Same. I think its completely unethicle for ebay to charge people with no confirmation of a sale. A real person should go over the message before the bot automatically charges you.
Check your user agreement - you agreed to the "Offers to buy or sell outside eBay" policy when you listed here. It says:
"Sellers are also liable for final value fees if they offer or reference their contact information, or ask for a buyer's contact information, in the context of buying or selling outside of eBay, even if the item does not sell."
No one here can see the messages between you and the buyer, so no one here knows for sure whether the policy was applied properly - but the eBay employee who responded here implied that it was.

YES. The correct answer should be I will relist it and then you can purchase it.

Why is it whenever I ask a ebay employee a business question it gets answered by a posting ID?

The answer to your second question is . Seller can not provide buyer with his address until after the buyer clicks buy it now and ebay takes their final value fee.
So he does not have to actually pay for it but he does have to commit to buy it and ebay gets their share.

I imagine all kinds of innocent seller is still charged situations with this off site selling policy. If I tell a buyer no, I won't sell off ebay, and then two days later my cat knocks over and destroys the vase, and I end the listing, is ebay going to misinterpret that as an off site sale? Yikes.

Any new seller coming along and listing a high demand item is just bombarded with offers to take the sale offsite. It isn't getting any bites on ebay so why not and instead of reverse charging charge the buyer the fees due to them being the onces that instigated the problem to begin with they are left untouched and allowed to roam in search of another victim...

You really have to wonder what the next fee grab will be. This "we think you COULD HAVE" fee for offsite selling, and the 4% penalty fee with the super top secret formula to determine if you pay it are just signs of desperation. Just like an employer/employee situation, the employee will only withstand so many check deductions before they quit the job. Many employers are relaxing their hiring criteria because they are finding it difficult to find "perfect" employees. I think ebay may find themselves in the same situation as these employers in the near future. The tipping point is being reached for many.

Right bubbleman, buyers are considered golden even when they are the ones who start the whole thing by trying to get the seller to lower the price by selling off ebay, or whatever reason they ask to do that.
Hicotane, the whole thing stinks of desperation. Problem is that it doesn't seem to be increasing sales ON EBAY, and is making sellers feel the site is hostile and sellers want to leave ebay.

To bad the OP didn't hang out it would be interesting to know the buyer that sent the message if their account still active or was it shutdown. Still active would be my guess...

The eBay policy on this is very clearly written. The fee is charged if contact information was shared or offered in the context of an off-eBay sale, whether the item was actually sold or not.
Whether you agree with the policy or not, it is very clear.

It would be nice if we sellers weren't always considered the bad guy and the playing field was leveled out with penalties given to bad buyers too.
