Is paypal going to refund fees for refunds thru Ebay's Managed Payments System??????????

Is paypals new policy of no refunds of any fees going to apply to Ebay's Managed Payment system? Paypal is accepted at a lot of big retailers like Walmart, Home Depot, etc. I highly doubt paypal will be keeping all their fees when refunds are issued.
