Hello Ebay community,
Recently I sold an item to a buyer who lives out of the US. I do not do foreign shipping, he paid for the item before I realized the shipping address.
So I messaged the buyer explaining the situation, we agreed to except a refund.
On my PayPal account I refunded my buyer, refund says it has been completed.
After on the EBay side, I cancelled the order and issued the refund. In Ebay, the cancellation is still pending for about 5 days now. The buyer says they haven’t received any refund yet from PayPal or Ebay.
Why hasn’t he received any refund yet? How would I escalate the situation? Any Suggestions?

So you mean you did 2 refunds........one in paypal, one in ebay?
You say the paypal shows completed.......In that event I would send the transaction # to the buyer and tell them to contact paypal to see why it isn't showing up for them....... or you could contact them and ask why.....
Probably going to have to contact ebay..........they are problably not processing their refund, since there was a refund in paypal.....

Tell your buyer to open a case of Item Not Received after the last estimated day of delivery.

@portkoop-0 , that seems like very, very bad advice. Keep ebay out of it. The INR I'd a demerit the OP doesn't deserve. He has done everything right.
That the buyer hasn't "seen" the refund may simply be a language barrier.
OP, Do you have a paypal transaction number for a pending refund? That would assure you that your refund was initiated. If so, tell the buyer he may contact paypal to see how long before he actually "sees" the refund.
It seems to me you need do nothing more.

i had a similar one a couple of months ago...called ebay CS and they said they could see that the PP refund had been sent, so they manually closed it out for me. the CS rep said they take a few days to fully process through the system. i have read in the forums of others not having luck getting CS to close them out, so ymmv--but it might be worth a try. good luck with it

There is so much wrong with the order to begin with I don't even know where to start.
As things stand, the buyer doesn't have their money.
If it were your money at stake would you see things different?
But the seller has the money, it's the buyer getting the short end so that's fine?
First off if the seller had proper settings to not sell International this order would not have happened.
So there is a very good chance if this seller cancels, that alone would cause a defect.
It's a defect, not a demerit, this is how these misunderstandings start.
So the seller probably did NOT exclude international orders from within site preferences (or maybe business policies) and probably should have shipped the item.
So what now, the seller issued a refund through Paypal...

We don't just issue refunds outside of ebay because it can come off as "off site sale."
Ebay will issue a defect for that as well so most likely, no matter how we look at it this seller is going to catch a defect... And one more or less isn't going to hurt, last but not least an INR done proper doesn't cause a defect but even if it does, having refunded through Paypal is what is causing a conflict now.
I do NOT provide a refund outside of a case, EVER.
No INR, no refund.
No SNAD, no refund.
No return, no refund (and don't just ship it back without opening a formal return either or we won't issue a refund, I am sure you disagree with that as well).
That is how I operate, prim and proper.
So now we've bypassed ebay's GetOrder parameter, and we're conducting damage control now hoping to fool the API that controls these things. There are no humans behind the scenes, it's all software, on/off switches. Trigger the wrong one and things don't work as expected.

Full or partial refunds can be issued at the order level or line item level. The refunds issued through this method are processed asynchronously, so the refund will not show as 'Refunded' right away.
We're not even sure at this stage how exactly ebay is reacting to this, the refund SHOULD have been issued

That is why I suggested the buyer should open an Item Not Received case.
Because the API is stuck on a refund call with no refund to issue.
Like when the computer freezes, it's usually because of conflicting software operands.
Hoping the INR shakes the software back into action.

Because you have MANAGED PAYMENTS everything should have been handled through EBAY (not PayPal). EBAY has no way of knowing that you refunded Buyer through PayPal. You should have put CANCEL ORDER through EBAY.
If you refunded customer directly from PayPal he should have received funds. How could see PayPal transaction when money goes to MANAGED PAYMENTS and not YOUR PayPal account? Something seems fishy...doesn't add up.

first you messed up: never refund of site. Use eBay for refunds.
As for you buyer the refunds will go to there payment method: if credit card it will take time to show on it for example. It goes fully back to payment method you see.
You have double refunded and I hope it has not cost you to much.
