Problem with buyer. How to get help?

I have a buyer that bought an item and did not pay. So after a week i cancelled his order and relisted. He then bought it again and did not pay, so i let ebay do the NON PAYIN BIDDER and closeout. I then BLOCKED the buyer Nd relisted. He has now created a NEW USER ID and bid again. But i can see the name is exactly the same. I can not contact ebay in any way shape or form. Email, Chat, and no working phone numbers. So what can i do?

The burden of proof is if you have reason to believe.

Put the new user ID on your blocked list, cancel the traction using

(issue with buyers address) and report them for abusive buying.

You will find this at the bottom of the page. You can report them from there.

While you're waiting for help from eBay, you can cancel he suspect bid, and put THAT ID on your BBL too.

Change listing to BUY IT NOW and that will stop Crazy Person in their tracks.

If you re-list as a Buy-It-Now, be sure to check the box for "immediate payment required" at the time of purchase.
