Buyers can't pay for offer and cart purchases at the same time. So that's two transaction fees of .30 instead of one that they get. Then if you refund the shipping for the 2nd order, ebay does not refund the FVF that you refund. This doesn't seem legal to me as sellers are forced to accept two payments. Thoughts anyone?

Requesting combined invoices doesn't work on the app. Buyers can avoid them by working on the website. Sellers need to price in the 30 cent fee so they aren't paying it, IMO. I see we are donating to Ebay when refund the shipping. Make sure you apply it against your taxes.

I think I saw somewhere that eBay was going to start refunding the FVF fees on $$ that a seller refunds. Maybe in May??? Can't remember where I saw this, probably in one of eBay's updates.

They are forcing buyers to make two payments and collecting the transaction fee for both. Also, because I am forced to accept two payments, if I send a refund for combined shipping, ebay does not refund the FVF I was charged on that amount. Maybe the word "legal" isn't accurate but it sure is shady.

I spoke with a rep this morning, they made no mention of this. Only explanation was "that's just the way it is".

EBay isn't forcing buyers to do anything. Buyers are screwing up. If they buy two items and asked for a combined invoice all is well. One payment, on $.35 fee. If they pay separately there is nothing the seller can do. Just had a buyer buy and pay for two items and then place an offer on a third. After I accepted the offer there is no way to combine the two to make them one transaction. That IS just the way it is and it's not illegal or shady. Can't believe we are whinning about $.35.

Again that is a buyer screw up. Any refund given by a seller will not refund the FVFs.

This is from the winter 2022 update:
Starting May 2022, when you issue a partial refund to a buyer, we’ll automatically credit a prorated portion of your final value fee based on the adjusted total amount of the sale. Along with this, we'll automatically credit prorated portions of other applicable fees including Promoted Listings Standard and international fees. Fees such as the $0.30 per-order fee, Promoted Listings Express fee, and Promoted Listings Advanced fee will not be refunded. We want to support your efforts to make things right for your buyers and adjust your fees accordingly."
When you are hit with those multiple $.30 charges, & are refunding shipping fees, reduce the amount of the refund by $.30. Make the buyer pay it, buyers pay all my fees.

This is a mobile app glitch. It is frustrating for both the Seller and the Buyer.
Nothing "illegal" about the practice - e-Bay needs to get the mobile app straightened out - it continues to be an enigma and a continued source for Buyer irritation.

Buyers are not screwing up, ebay confirmed with me they have to pay separately, AND ebay gets to collect two transaction fees. If this is happening 1000's of times a day that adds up. AND I'm not "whinning", just because you are OK with ebay gouging doesn't mean everyone has to be.

My point is that ebay is too big of an e-commerce business not to have a more streamlined checkout. And they fact they are collecting double fess!
