I have been selling high end jewelry on eBay for years and this is a first for me. Sold a $296 John Hardy bracelet and they claimed "not as described" in order not to pay my 10% restocking fee and mailed me the exact same envelope with only the bubble wrap and packing slip enclosed. No bracelet or Pouch. She stapled the envelope then taped over it, used the eBay return lable I paid. A competitor, said she couldn't sell it as it was too tarnished. Now she keeps sending messages. I blocked Debbie but how do I stop the vile messages?

Since you were in a transaction with her, you cannot stop the messages. Ordinarily I would say just delete.
But the underlying problem you are not asking about, is that she kept the bracelet and sent you back an empty envelope. Anything in the emails where she slips and admits that. That is why I suggest you read them and hopefully catch her in a lie.

man oh man, just think if it had been $5000 or so? Getting a lawyer, going through the motions probably cost more than 5k.
EXACTLY WHY I DO NOT OFFER RETURNS
It only takes 1 scam to set a seller back, way back.
Anyway, have a nice day.

The buyer filed a not as described case, that trumps a no return policy.

BETS..
What you told this seller to do might potect FUTURE cusomers of this Selller.
BUT unfortunately I is almost certainly not going to get this seller a refund.

WATER..
I blieve the only way to get a refund now would be to file a complaint in The Small Business Court. But you would have to travel to the BUYER'S CITY to do so.
