I have been with ebay for over 25 years and I don't understand why ebay is allowing buyers to leave negative feedback because they found me to be "uncompassionate". It is my first negative feedback received ever. Of course I appealed and ebay says that sort of feedback does not violate policy. Ebay shows zero loyalty for those in my position and allows abusive buyers to leave damaging remarks based on a how they feel. This seems plain wrong. Is there anyway to communicate with ebay concerning policy change requests?

Going down the google rabbit hole and making assumptions seems a terrible way to go about selling. How would signature have done anything in a damaged item situation other than costing the op more money?

Since I started this thread and I only have a mere 703 feedback status can you explain to me how a signature required would have added any value to this particular situation?

You did not state that in your post. The sale looks to be over 2 months ago and you're now just posting.
This is your title: Buyer is leaving a lot of negative feedback for sellers, including me, and it hurts sales.
Signature required probably cost less than doing a load a laundry at the local laundry mat, A gallon of gas, burrito supreme, big mac, or a gallon of milk. That simple $3.50 would have probably kept your buyer from accepting because they were looking for a freebie.
If your issue is the cast iron item which the buyer claims: Came in completely destroyed. Package looked fine. Upon arrival. Clearly everything was broken unusable and when I asked them to refund my item, they told me to file a claim with eBay very uncompassionate.
They never opened a case, did they? If not, they just wanted to work you for a free item. Since you didn't, they left a negative. I'm guessing they were working you for the shipping cost. All I can see is like $25 sale and $62 in shipping. Could not see the dims and weight of item in the listing.
You simply block, report them, and move on.

None of what you are posting explains how a signature required would have helped me in this situation, why did you even bring that up for this specific concern? I posted my concern seeking advice, about how to handle this, in a separate thread shortly after this happened. You clearly are responding here without reading all the posts first and are responding out of context. I recently saw the buyer has been leaving more negatives for other sellers and asked a simple question about if there is a way to contact and lobby ebay to change their policy. Everything has been explained in this thread already. I issued a refund, after they opened a case, but they left me the negative before they opened the case.

Your response is almost perfect.
You might have added something that indicates the scammer buyer did not file a Claim or return the item.

He did.. he refunded without return eliminating any chance of neg removal... all he had to do was point out the buyer requested refund without return

That was actually something I wanted to leave but when I came here looking for advice it was recommended I avoid doing that and there was consensus, from several experienced sellers, that I should leave the feedback the way it is. I was convinced and saw the wisdom in advice that keeping it short and simple would make it obvious I had to request that the buyer use the MBG process. Hopefully sellers will see the buyer's pattern is ongoing, and now paints a clearer picture of what they are doing, so they will be protected. To be clear they did file a claim after I told them I would not send refund unless they did so. Also I told them not to return because I did not want to pay for shipping the worthless "destroyed" item back to me.

@dhaga Thank you for letting me know. When i looked at their feedback i was surprised That they had over 5,000 feedbacks. Something must have changed as you said. If he seller cancelled after reviewing that the buyer left a lot of negatives the seller would get dings on his account for cancelling the item. Also, the buyer can still leave a negative if the seller cancels. So your theory does nothing at all.
