If your buyer’s address has New Castle, Delaware, DO NOT process the shipment. They are scammer.

It's probably just the buyer that's the problem, not the freight forwarder.

USPS won’t provide tracking updates if you ship to reshipper’s address, particularly this one. You will get no tracking progress besides what’s shown below. You don’t know if they receive it or not on their end and they WILL claim they never received the item and there’s nothing you can do about it. Going through Fishisfast reviews, you’ll see many repeated cases regarding fraud. Just beware!

Like I said, it's not the freight forwarder that is the problem.
USPS has stopped scanning packages as delivered to some freight forwarders.

Fishisfast is a freight forwarder.
They have a 4.6 rating (out of 10) on Google Maps, mostly from happy overseas clients.
@kensgiftshop Has USPS ever given a reason for not scanning those shipments? Surely that is part of the delivery confirmation guarantee?
Shipping to forwarders has been the second safest destination, with PO boxes being the safest.
And because forwarders handle import fees for their clients, the Customs Hold scam is prevented.

Where does this leave sellers? Seems like any sale requiring delivery to a reshipper could be claimed as NR since tracking will not show delivery? Does this allow us to cancel because of address?

Did USPS tracking indicate that the item was received at the US address of the company in question?
You do not make that clear... "on their end" could mean the ultimate destination.
Freight forwarders, at least as far as I am aware, by definition ship overseas.
And from what I have seen over many years, USPS does not provide tracking once the item leaves the USA.

Just because the USPS won’t scan the package as delivered doesn’t mean the buyer is a scam artist. Your issue is with the USPS and not the buyer.
My guess is that this particular freight forwarded gets so many packages each day that the USPS doesn’t have the manpower to scan all of them.

Yes USPS does pay for lost packages If a delivery scan is not showing delivery on Ground Advantage. File a claim for lost package. With a lost package they also pay the shipping charge. Make sure you file missing mail search on this tracking number and have that package directed back to you if you have or plan on providing a refund on the purchase. Do this before filing the claim. How do I know? After months of non-delivered packages primarily to freight forwarders in Miami, Doral, and New Castle which I refunded the buyer and lost the product my Postmaster encouraged me to start filing claims. I did. This takes time and patience but it is the principle not the money. I have had claims taking 90 days for the USPS to finally pay up.

I believe that in most cases the USPS has internal data showing these get delivered that you have to talk to someone directly to get confirmation. My assumption has been that due to the large amount of packages going to FF they use something akin to a scan sheet that shows they were delivered but doesn't update like an individual scan.
I have used Signature Confirmation on a couple of $100+ orders and they get normal "delivered to agent, signed by Jose" scans.
ESE also seem to get delivered scans to FF most of the time as well, since they don't go with packages.
I've never had a problem with FF shipments or customers.
LOL apparently you can't pluralize FF or you get bleeped..

No, they will not pay the insurance claim. If, as a seller, you file for the USPS insurance, they have a handy "form letter" similar to the screen shot provided above indicating they are not paying due to the parcel going to the "third party".
FWIW, the 'blues' have been tagged about this already. It has been going on for a while now. So far, no response from them other than the usual "send it on to the appropriate team". For the seller now, an INR claim is means a refund at the sellers expense to the buyer, AND they cannot file an insurance claim with USPS. eBay doesn't allow cancellation for "problem with the buyer's address" if the buyers are using a Freight Forwarder.
What is not known at this time is if UPS or FedEx etc. packages are being scanned with or without SIGNATURE confirmation or they are processing claims for items 'not' delivered.
Before the Managed Payments mandate, and PayPal processed the money, sellers could elect to NOT accept payments from non-US sources. This cut down on sales delivered to these freight forwards only because the buyers couldn't pay. eBay allows no such thing, and if you don't really feel like sending your $2000 product to a freight forwarder address where there is a decent chance of it going south, you better be able to take the ebay punishment DEFECT you may get as a result.
It would be nice if eBay had a policy/procedure in effect. They don't even have a published one for the sellers that are victims of the latest scam associated with Freight Forwarders. The typical pattern, BEFORE delivered scans were no longer provided caused the thieves some time and energy to get free stuff. This development is working out even better for them.
Don't sell anything here you can't afford to lose and pay more money to "maybe" get it back.

USPS is now NOT providing a delivered scan at the Freight Forwarder address in the US..... They will not entertain 'lost parcel requests' or pay out an insurance claim for lost parcel with no delivery scan since it was "sent to a third party shipper". No "delivered" scan, seller pays out for INR with no recourse.
Previous problems over the last few years has often been a result of the seller not being aware they were shipping to a freight forwarder. You can read some of these to get a good grip on the typical pattern and quickly surmise how this 'new' development is going to improve the situation for the usual scammer that uses these 'third party' services.
