Buyer in Italy cannot purchase item. Shows US ship only. Revising shows Int'l OK.

Trying to sell item#266413672035 to a buyer in Italy.
Listing shows "United States" only.
When I go to revise the listing, its shows already setup for int'l shipping. "eBay International Shipping.

Your listing will show up for buyers worldwide, where applicable. Ship to our domestic shipping hub, and we’ll handle the rest, including customs and returns—at no extra cost to you."
I have tried to "sell similar" and get the same result.

This is not the first time this has happened.
How do I fix this?  Does the eBay listing fee guarantee International Exposure?

Plenty of car parts are excluded from international shipping due to HazMat issues.

Typically you get an error message when creating listings in those categories and try to ship int'l.

error, no error- doesn't matter. You cannot sell USED auto parts to MOST places outside the USA and it is simply up to EIS determination. (Category along with Used/New is typically used).
