The buyer ordered and paid for an item that is "seller does not accept returns". I purchased the UPS shipping label, but before I could ship the item, the buyer sent me a message stating that making the purchase was a "mistake".
The payment to me is pending and I still have the item. I have no problem cancelling, then sending a refund, however the system won't let me cancel the order.
Should I send a full refund or should I deduct the fees for selling, promotion and shipping that I have paid?

Yes. I'm getting an error message when I try to cancel the order. I have purchased shipping from UPS so the system thinks that I shipped the item.
This is the error message:
"You let us know that you can no longer cancel this order because you already shipped it on Dec 27, 2021. The cancellation could not be done."

Do as previously posted and mark the item as 'Not Shipped'. Then, you should free it up to cancel. Good luck.

I was just wondering how you heard the buyer wanted to cancel. I got an email notice from eBay when that happened to me. Looks like the attached picture. Side Note: I had not shipped it yet, so I just canceled it. I'm new, too, and have been dealing with scammers, so I didn't want to jack around with what I should do. I then relisted it and forgot to put "must pay immediately". Then someone came along and hit the buy it now with no intention to pay. Basically the jacket was tied up for a week. These fake buyers are ridiculous. Hopefully eBay can figure it out because it really takes the fun out for new sellers.

There was probably not a mistake. The buyer probably just changed their mind. This is what happens when a seller has a no returns policy. Buyers who change their minds make up excuses or lies so they can get their money back.
Buyers these days including myself EXPECT hassle free returns regardless of the reason. I'm sure most buyers like myself have had buyer's remorse in their lifetime. Kudos to the OP for accepting the cancellation request.

Wrong then, and still wrong now. You're not allowed to charge a restocking fee on "Free Returns" items. You can charge whatever you want on items with "No Returns" because your not even forced to take the item back or cancel it anyway if you haven't done anything wrong.
