I do not ship international, so why are buyers that reside in China, but use a U.S. address allowed to bid on my items. Can I cancel their bid and give the runner up (Who lives in the U.S.) a second chance offer?

Here is another reason why this transaction spurs me. I am being charged a fee for this buyer having a registered address outside the U.S., Why? It's **bleep**.

Explain this, because his ship-to address is shown as U.S., but Feebay is charging me an international fee because he has an address registered in China.

I just had a sale from someone in Japan who won with me in the past, I cancelled the first time when I saw the FF in Or. Since then, that buyer has a new ID with private feedback, so no seller can state the problems and that person had them. I'm gong ahead and shipping but I don't like the threat of an INR even tho in theory my responsibility ends at the FF. My main issue is that since I have every country in the world blocked except the US why are items visible outside the US? Im guessing all the have to do is log onto .com to see US only sales? Or are all US only items being shown to all versions of ebay internationally? HAPPY HOLIDAYS

Sounds like the info that would be provided by an "off-shore" CSR. eBay "blue' has posted that "cancel as problem with buyer address" is being watched more carefully. Off-shore CSR's lag behind in "coaching" for changing eBay policies, (written/unwritten) and a seller should use caution when following CSR suggestions.

My buyer has a US address and even though I do not sell internationally, EBay has charged me $3.34 Because the buyer has a Chinese address, pffft! Wonder how many people they're capping that fee from?

The buyer supplied a USA address.
You don't ship internationally and you are NOT shipping internationally if the buyer supplies a US address.
Once tracking shows delivery to the US address, your responsibility ends.
ETA: My comment is directed to @chez-desir and @snoopdad40 . I just don't get what the big deal is! It's an extra 1.65% for a non-US c.c. and you're making a sale!

It's not that you don't SELL internationally. Your listings say you don't SHIP internationally and you aren't shipping internationally!
