Ebay used to have a way sellers can automatically block buyers with zero or negative feedback. Is that tool gone? I have had an influx of non payers due to this and it isn't fair that I should have to keep my item from actually selling to another until the 5th day.

Doesn't matter what it says, it already just prevented a newbie from purchasing. They messaged me.

When a member is blocked by a seller's site preferences, they are not informed about the exact reason. That member was probably blocked by another preference such as nonpayment strikes.

So, as I was on with an eBay representative, who said, “why don’t you adjust your settings to prevent buyers with less than five feedback? “to which I replied that I was advised the option was gone and he told me, “no it is still there” and walked me through how to correctly set up, you are telling me this is all incorrect?

Yep.

Yes, definitely. Phone in reps are often wrong. Your screen shot clearly shows the block you just put on and it's exactly what most everyone tried to explain. Your rep needs to actually read it.

Why would you want to block people that have zero feedback? Literally 94.7% of my customers this year were new with five or less feedbacks. Why not consider making your listings buy it now instead of auction? That may solve some of your problems.

I have been scammed 7 times since june. I accept their offers, they don't pay or respond. My newest is someone who bought a vintage phone and told me the batteries were in the item and ruined it. when I offered return, they advised they immediately destroyed the original box, then changed the story. I asked for pics and haven't heard back. Ebay is assisting me. Right after, two other people purchased or tried to purchase my most expensive item. They are also brand new accounts and live in the same area as the one with whom I am having the issue. I have had maybe two successful transactions with new bidders. Not worth it at all for me and not worth the risk of damaged items or negative feedback. My choice.

All my listings are Buy it now or Best offer.

I was correct. I called Ebay and after being scammed again yesterday they walked me through how to block buyers with 5 or less positive feedback. So, for all of you who bashed me telling me I didn't know what I was talking about or remembering incorrectly...
Thanks for all the enlarged print, not sure it was at all necessary, but as long as you feel better, that is all that matters.
What I've shared with you is absolutely correct. I am sorry that an Ebay CSR mislead you to believe that block means something that it does not.
@nobody*s_perfect has a great point. If you had a new buyer, that had never purchased from you before get blocked, you can see them on your report and the reason they were blocked. Take a screenshot of that and post it. It will settle you concern.

You are NOT "scammed" if you didn't lose any money or product. You just simply had an incomplete transaction. You said "I accept their offers, they don't pay or respond." While frustrating to be sure, you weren't scammed. You still have your money and your product.

If Best Offer causes you so much problems, stop offering it.
If getting payment is a real issue for you as you previously stated, check the box in your listing set up to require IPR [Immediate Payment Required]. A buyer can't purchase the item unless they pay for it too.

I am not a new seller, I know exactly what to do, but thank you. There is no option to accept an offer requiring immediate payment.

You are correct, and I didn't say that. You need to turn off the Best offer feature first. Then do the IPR.

What in the world makes you think "nothing is wrong with sellers warning other sellers"?
You are breaking a rule. If you haven't been caught and earned a defect, it's just a matter of time.

When you read messages like that, where a seller states he leaves negative positives, aren't you just a slight bit tempted to PM that buyer and tell them what they need to do?
