I blocked a buyer who wanted to argue about price, etc, and seemed to be a general pain. So they just went ahead and used a guest account to buy the item! eBay tells me if I don’t send the item, I will get a defect! So I send the item and hope for the best, figuring guest accounts can’t leave feedback at least. Or so I thought. Buyer has now opened a SNAD case because the shirt doesn’t fit and isn’t adjustable (nowhere did it state or show it to be adjustable). Now eBay tells me tough, I have to take it back and pay for return shipping, AND guest account can leave feedback and it is not removable even though the buyer was blocked to begin with.
What exactly is the point of the block list then these days?? And any other advice for how to not get stuck paying this person’s return shipping? This seems beyond ridiculous

According to posts by blues on the Update board they are now going to be following actual policy. With respect to all EBay policies
Are there now, additional incentives, & training of ebay staff that would help to insure & promote policy compliance by staff ?
You often see a Blue mention they will coach an employee if needed when a problem has been reported on this Board.
Is there a program to now provide more incentives & more training currently in place for cs staff that respond to questions & issues?

Same thing happened to me in March. Guy sent a BO, I turned it down, less than half what I was asking. Blocked him. Then sent me nasty emails about how I will never sell the item, blah blah blah. A few days later, better offer came in, shipped. Few more days, email from the first guy, nasty again, stating, "ha ha, I have two accounts and purchased it anyway, nothing you can do about it now." The a week later leaves me a neutral comment stating my price ( which he offered ) was too high and so were my shipping charges, I have no handling fee, actual cost. So I called customer service, twice, as they did not do what they said the first time. Both of his accounts are suspended and neutral removed. Good job to customer service reps on in this case. We don't need these types of buyers out there.

I had this happen and I reported it to ebay.
They canceled the transaction.
Simple

First of all can you prove beyond a doubt that the buyer is the one you blocked? This is sort of like ebay not being able to connect the dots between a seller & shill. If they cannot prove by an IP address or other info, they cannot take action. If you can find a connection that proves they are one and the same person, I'd contact trust and safety rather than go through standard CS. I would also use the Report button in the Link below.
https://www.ebay.com/help/policies/selling-policies/unwelcome-malicious-buying-policy?id=4375
If it works maybe there are a few teeth in the Seller protections just announced. There doesn't seem to be a wait for the protections to take effect so what have you got to lose?
"We're implementing stronger measures against buyers who don't follow eBay's abusive buyer policy. We're introducing new measures to proactively find abusive buyers, prevent them from filing return requests, and in some cases suspend them. When we find that a buyer violated the policy, we will remove any feedback and defects, including opened cases in service metrics.
We've also made it easier for you to report buyers who violate eBay policies. Now when you report a buyer, you can more clearly describe what the buyer is doing to help us investigate potential policy violations and take actions to protect you".
Good Luck, and let us know the outcome if any.
Great post ... one of the problems is that the regular Phone Reps do not have the ability to drill down to the level that Trust and Safety does so they basically, through either ignorance or desire to get the Seller off the phone, give wrong or inaccurate answers not even checking policy ... IF they read Policy they would know the call should be kicked up to the group that can handle it and take action.

Your initial act was correct as buyers that do not get their way will get you later! is the quest account new? i believe you can set your preferences to only accept orders from buyers with a minimum # of transactions? I have had this come up myself and adjusted my preferences for this and have had no issues.
I agree 100% with blocking the buyer. I do it myself if I get an "uneasy feeling" about someone. Either asking numerous questions, as if they are trying to make the item work for something it is not meant to, or by lowballing the price (I'm ok with an offer if they are buying multiple items, and I say yes or no). For whatever reason, I seem to get occasional people that are trying to resell what I deal in (industrial bearings) and are trying to get the lowest price possible.
As far as new accounts, you can set a minimum feedback number, which I do. Who just opened an eBay account today? Nobody. They opened another one because you blocked them, or their old account was terminated.

There isn't a block to block a minimum feedback number. There is a block to block someone from making x amount of purchases from you in a certain timeframe.

It's a block for a negative feedback number, my mistake.

Actually it is you that is incorrect, "guest accounts" cannot leave feedback unless they register for a "full account" and do not have access to many other benefits as well.

Thank you for that, I thought I had lost my marbles when someone said guest accounts could leave FB. I hate to be the loud wrong girl in the room so I just didn't comment.

Had a issue kinda like that to where the guy was calling me racist slurs and eBay looked over the emails and did absolutely nothing. I stopped selling for over a year.
