I blocked a buyer who wanted to argue about price, etc, and seemed to be a general pain. So they just went ahead and used a guest account to buy the item! eBay tells me if I don’t send the item, I will get a defect! So I send the item and hope for the best, figuring guest accounts can’t leave feedback at least. Or so I thought. Buyer has now opened a SNAD case because the shirt doesn’t fit and isn’t adjustable (nowhere did it state or show it to be adjustable). Now eBay tells me tough, I have to take it back and pay for return shipping, AND guest account can leave feedback and it is not removable even though the buyer was blocked to begin with.
What exactly is the point of the block list then these days?? And any other advice for how to not get stuck paying this person’s return shipping? This seems beyond ridiculous

First of all can you prove beyond a doubt that the buyer is the one you blocked? This is sort of like ebay not being able to connect the dots between a seller & shill. If they cannot prove by an IP address or other info, they cannot take action. If you can find a connection that proves they are one and the same person, I'd contact trust and safety rather than go through standard CS. I would also use the Report button in the Link below.
https://www.ebay.com/help/policies/selling-policies/unwelcome-malicious-buying-policy?id=4375
If it works maybe there are a few teeth in the Seller protections just announced. There doesn't seem to be a wait for the protections to take effect so what have you got to lose?
"We're implementing stronger measures against buyers who don't follow eBay's abusive buyer policy. We're introducing new measures to proactively find abusive buyers, prevent them from filing return requests, and in some cases suspend them. When we find that a buyer violated the policy, we will remove any feedback and defects, including opened cases in service metrics.
We've also made it easier for you to report buyers who violate eBay policies. Now when you report a buyer, you can more clearly describe what the buyer is doing to help us investigate potential policy violations and take actions to protect you".
Good Luck, and let us know the outcome if any.

Are there now, additional incentives, & training of ebay staff that would help to insure & promote policy compliance by staff ?

Here is the thread where the discussion takes place with the blue.........pretty clear from her that you have the right to cancel the sale..........but be careful, as she states, not all CS will know that yet.........

So much for ebay's new seller protection and strict policy enforcement.
When ebay refuses to protect the seller when policy is violated, then ebay is corrupted beyond repair.
I also remember a blue face saying it was OK for a buyer to do this, in another case, another fairly recent thread, I believe the CS actually tried to help the buyer circumvent policy by calling the seller at home to harass the seller so the blocked buyer could buy the sellers item.

"Yeah i have enough proof. The buyers main id is FIRSTNAMELASTNAMENUMBERS and the shipping address has that same first and last name as the addressee"
You really think that proves anything? Maybe to you and I but to CS.............. you best be able to document what year, month, day, hour, minute and second he/she arrived from the womb. Then have a paper trail with witnesses following him/her though school and work up to today. 🙂

Lol. Yeah who knows what ebay considers proof these days. Also both the original ID registration and guest address were Pomona California. I just spoke to someone else on the phone who basically said take the item back and then call and we will refund them minus shipping and refund your return shipping label. And we will take action to try to have the buyer removed from the site. Uh huh, won't hold my breath.

@idalis62 This is how the "new" seller protection is supposed to work with "abusive" buyers. Please come back and let us know the outcome.

Your initial act was correct as buyers that do not get their way will get you later! is the quest account new? i believe you can set your preferences to only accept orders from buyers with a minimum # of transactions? I have had this come up myself and adjusted my preferences for this and have had no issues.
I'm very sorry but there is no block for buyers with a limited number of transactions as you put it. There is a block to limit the amount of purchases (number of purchases, not dollar amount) that a buyer can make from you in a specific time period.

You often see a Blue mention they will coach an employee if needed when a problem has been reported on this Board.

@ohnojoey Yes, I remember that thread. Seller was indignant.

My friend who is a very large scale seller here has also been contacted by ebay in this fashion to "facilitate transactions" between him and people he doesn't want to do business with. They've also done things to him like force him to refund shipping & handling costs down to the actual cost of postage because the buyer complained that the shipping was too much (it was by no means anywhere near excessive, and he was forced to take a loss on the shipping cost after fees)
