BUYER SCAM?

Sold an item this morning, on Seller Hub-Tasks it says " print shipping label" so I packaged item, printed the label and put it out for the mail, it was picked up.  This afternoon I logged into Paypal to transfer the money to my bank.  There was no money there.  It showed payment had been refunded.  I never got any notification from Ebay about the sale being cancelled or anything.  I called Paypal first, they said nobody from there did it, it must have been done on Ebays end.  So I called Ebay and talked to a person who wasn't very fluent in English, first they told me that my money was being held because I didn't have 72 orders yet, ( I'm serious, that's what she said!)  So I asked her why all of a sudden hold my money when they've never done it on any of my other transactions.  She says hold on for 2 minutes.  OK.  Then she comes back and said the buyer evidently contacted Paypal for the refund without going through Ebay and I should contact the buyer to see if they will pay since the item has already been shipped.  I know Ebay sends an email to the buyer when a shipping label has been printed.  It was an international sale to Canada if that makes any diference.  Any suggestions on how I should handle this?

The paypal rep said it wasn't anybody from paypal that did the refund. They said it could have had something to do with eBay's fraud detection system. I called ebay and they said the buyer must have went straight to paypal, and as far as ebay knew the sale was still going through.

If it was an unauthorized use of card they might have done the refund fast, and/or a scammer called PP and told them it was unauthorized and it was refunded as one other poster said as a possible scam. But, if the seller did not get an hour glass to wait on shipment then I belive PP is responsible. The seller did not know what was going on if they got an OK to ship. My question for the op is did they get an hour glass wait to ship, or an OK to ship now?

When she said the money was on hold "because I didn't have 72 orders yet" I think she was reading off the wrong piece of paper. Probably just trying to get me off the phone.

Yes , but PP would know it was a stolen card and if they did not get back to the seller properly--FAST ENOUGH-then they are responsible. Apparently the OP got the ok to ship?, or maybe not. Did the seller get an hour glass wait or OK to ship?

I'm not sure what this hourglass you're talking about is but in Seller Hub/Tasks it said "print labels and ship" just like it always does

Yes, sounds like some kind of confusion. You need to call them again and get this straight with them and get answers about whether this was an unauthorized transaction eg stolen card, kid using his parents card etc.

ok, so your seller hub said there was an item that was paid for an ready to ship correct? If so, then this is a PP problem if the money got taken out of the account and refunded. You need to again call them and get specifics about why these funds were refunded to the buyer.

There can also be problems with Echeck payments on PP not clearing fast enough before shipping. Still, if that was the issue, you should not have gotten a ready to ship type of meassage on your seller hub if the transaction was in process and not actually cleared. A few weeks ago I believe there were some serious problems on PP site. Be sure that it was not one of these issues as well.

Ok, then Ebay possibly intervened in a bad/hacked account perhaps?

Then if the sale is still going through the payment is on hold for the time being. Call paypal and ask then when the funds will be released.

Ok, I just off the phone with paypal. I got a better person this time. She told me:
payment made at 4:22 am PST
payment reversed at 4:28 PST
shipping label printed at 5:03 PST
So after more than 30 minutes after the payment had been reversed this was still showing up as "print labels and ship" which I did, and paid for a shipping label.
Oh the joys of selling on ebay!

And I forgot to add the payment was reversed by the buyer, so it wasn't the buyer trying to scam, but ebays slow system.

A payment cannot be reversed by the buyer after it has been made unless it was an echeck that was still pending.

If it was a stolen card, the money wouldn’t have been taken from you. The card holders bank would eat it, not you. You should call ebay again tomorrow morning.
