Had someone make an offer on one of my items in which I accepted, however she hasn't paid for the item yet and is asking for me to alter my shipping price in which we agreed on. I refused to change our agreement and was completely respectful about it and she threatened me saying it was illegal to make a profit on shipping and completely manipulated all my messages to fit her narrative. She was incredibly rude from the start and insulted my shipping price even though she submitted an offer, and now expects me to cancel the order for her just so she can leave me retaliatory feedback. I'm a brand new seller, but this is a nightmare. I already submitted a report about her but Ebay hasn't responded. What am I suppose to do? I don't feel safe selling to this person at all if we did end up going through with this...

Cancel no matter what; as this person could still leave you neg feedback no matter what.
Even after they pay you can cancel before shipping;
I don't believe buyers can leave feedback after an order is cancelled.

I don't understand that either: Of course eBay knows when a buyer pays (with a few exceptions like paying cash for a pickup).
eBay's policy page on unpaid items says (twice) that feedback left by a nonpaying buyer will be removed, which implies that after they get a strike they can't leave it at all:

I agree with the above advice to wait and file an unpaid item claim, rather than canceling based on address or on "buyer requested," due to the feedback threat. And put them on your blocked-bidder list right now if you haven't done that already.

@khristi_54Since she asked yo to cancel, I would do so, using the Buyer Requested as a reason. I thought a buyer can't leave negative feedback until after they have paid. If they haven't paid, they haven't fulfilled their side of the transaction. Don't get too upset. The first unruly buyers are hard to accept, especially when you've done everything correctly. Most buyers are nice and sales go without a hitch. Others are trolls looking to such people in to their drama.I doubt ebay will respond when you report a buyer. I would not sell/ship anything to this person. They have already proven to be shady in their demands for you to change your agreement.
Just be polite, cancel the transaction, send a message to the effect "I have canceled the transaction as you requested. Thank you" I would then immediately add that buyer to your Blocked Buyer List.

I think this is exactly why the OP is reluctant to cancel and would probably prefer an unpaid item dispute.

You would not be the first person she has tried this on. What does her feedback left for others look like?

When I recommended cancellation, I was recommending cancellation using UPI as the reason.

If this is for the Wheel of fortune game then there has not been enough time for the Buyer did not pay reason to appear. That will only be an option for the seller on Day 5.
It looks like the OP has done a cancel now and relisted the item.
To the OP: why do you have a line in the description that says 'IF YOU ARE IN HAWAII OR AN INTERNATIONAL BUYER YOU HAVE TO PAY FOR SHIPPING'? You are charging everyone for shipping anyway and from the price I see it looks like you are using a Flat Rate box so a Hawaii address would make no difference.

Unless I've misunderstood something, this is why the OP should not wait for the unpaid transaction cancellation option to appear--according to Jasmen from the Community Team, on a thread where bigdeals.etc learned the hard way:

That seems to be a different situation, where the buyer formally used the option to request a cancellation within an hour of winning the auction. In this case, the buyer has merely sent a message asking for cancellation, and apparently has also threatened retaliatory feedback. I would do whatever I could to block that member from leaving feedback.

No time to read the whole thread. I would Block & Cancel the sale.
I know you're concerned about FB. They CAN leave FB, I just had one that did, even though she's the one who wanted the sale canceled. She left NEUT for a tx that never occurred at her own request!
All I had to do was use Ebay's automated FB Removal Request & it was gone within minutes of me submitting it.

There are plenty of infractions this buyer has committed, and I would do everything in the limited extent of my power to get out of it as quickly as I could, and, if possible, unscathed.

You're correct, however I refuse to use a flat rate box even though that would be cheaper because I feel more secure using a double wall/triple wall box from my job that way it's not easy for it to get damaged during transit. Ah, you're right about my disclaimer, I just didn't realize I pasted that part onto my list as well. However, the shipping price was still there in the listing.

They sure can! Just happened to me. She asked to cancel & then left me a NEUT. I posted about it a few weeks ago. The good news is that when I contacted Ebay, they removed it immediately! Still annoying, as I shouldn't have had to bother.

Immediately add the buyer to your blocked buyer list. However, you will have to deal with the person concerning this transaction for the 90 day period. After that, they can not purchase your items or message you. Do your best to keep your composure and not be rude (I know it's hard...but you can do that later after their FB is removed!). If the buyer has MENTIONED leaving you negative feedback in messages, this is known as FEEDBACK EXTORTION and is against Ebay's policy (believe it or not). If the buyer states that they will leave you negative feedback in messages if you don't lower your price, give them a partial refund, request a refund without returning an item, etc. Ebay WILL remove their negative feedback for that reason. This is a very common scam on Ebay. If you simply report to Ebay, they will NOT respond with the results and typically these people go unpunished over a report. However, you CAN protect yourself against the negative feeback. Go to the Ebay Customer Support chat and explain your situation to a team member in their chat. Especially if they have threatened negative feedback. That's a no-no. Just make sure to stay professional in your messages with the buyer, no matter how ignorant they may get. They will also make a note of your concerns over a transaction/communication with the buyer prior to recieving their feedback.
