Restrictions & Exclusions.
- The Promotion excludes the following: items listed in 1-day or 3-day duration.
- Note that for listings with Good ‘Til Cancelled duration, the promotional rate only applies to the initial listing; renewals will count toward your monthly listing allotment if available, or will be charged the standard insertion fee rates.
- The following categories are excluded: eBay Motors Passenger Vehicles, Motorcycles, Boats, Power Sports, Other Vehicles, Motors Local Market, Real Estate, Classified Ad listings, Heavy Equipment, Concession Trailers & Carts, Imaging & Aesthetics Equipment, and Commercial Printing Presses.
- All Qualifying Listings must comply with all applicable eBay policies, including eBay’s Duplicate Listing policy that allows for the removal of duplicate fixed price listings.
- The Promotion excludes listings created prior to activating the offer and listings with a start date prior to, or after the Promotion Period. However, Good ‘Til Cancelled listings that renew during the Promotion Period are eligible for the Promotion.

#2 means this promo is only good for the INITIAL listing of a GTC, not for subsequent renewals.
#5 means the promo will be good for any GTC renewal which occurs during the promo window.

Got one for 500 free FP listings on my secondary account: have no use/need for it there and could have really used it on this one for a ton of relists I have to do. I do not for a moment believe eBay gives these promos out at random, very strategic.

When I tried to use it the listing came off my monthly tally not the promo. Thinking maybe this is one of those sly "but first you have to use up all your monthly allotment" deals

same here. the only name i receive promos on are the names i don't list on.
got that 500FP on 1 such user name starting the 2nd.
the last promo i receive on this user name was back in October.
ebay knows i could use more and probabling hoping i would subcribe to the next store.
but i am NOT.
a friend of mine has NO store.
she gets every promo... at times she even gets 2 to 3 a month...
she even gets promo like 100 listings she can use for 3 months.
she is right Ebay is trying to get her to list a lot, meaning down the line she will need a store.
bet she got these last promos...
so no promo for me again...

That or are hoping she will relist everything and pay all those insertion charges. I am fairly certain they are hoping one or the other will occur and the promos are handed out with deliberate purpose.

Sad thing is I haven't received either the 100 or the 500. I haven't gotten a promo I could use in almost 6 months. Of course sales are so slow I wonder if ebay even remembers I have a store 🙂

They are not the same thing, they are contradicting each other.
#2 says only good for initial GTC listing, no renewals.
#5 says good for GTC renewals.

Got the 500 and tested it. It came off the promotion. 30 day listings only.

Wait, what? I have to use all my store "free" insertions before the promotion? Are you fricking kidding me? Who is the wizard who thought this brilliance up?
Ebay continues to amaze with bad ideas. Really. Awards should be handed out.
So much wrong with this, it's hard to articulate.
First, I manage my listing BECAUSE IF I DON'T that assinine search engine penalizes me.
Second, why would I want to USE ALL MY LISTINGS when everyone else will be flooding the site with ALL THEIR LISTINGS?
I just got off the phone with some nitwit who clearly took great pleasure in telling me this was a new policy and the way promotions would be handled now.

Oh really? That's genius. Make you use up your allotment on May 2 for a one week promo. They need to say that in the "learn more" if that's the case.
