As much as I would like to see a change like that, i really doubt eBay would do it.
One would have to ask if it is even legal to do? I don't know.

It sounds like you are getting some bad buyers. I live in Washington state and have never screwed anyone over on Ebay. I've never even returned anything.
I looked at your stuff. Nothing I want so if it makes you feel better, go ahead and block me.
That's all I can do anyway............Good luck with future sales................

While true, you can't really say that because you are good, everyone around you is good. It doesn't work that way. I also am from WA state but that doesn't mean I believe everyone here is truthful or honorable.
That being said, I'm sure there are scammers in the other 46 states not mentioned by the OP, who are more than willing to steal his stuff.

What you have to do to solve this dilemma is move to the West Coast.
Magically, by default, the Lionshare of your buyers will be from the East Coast.
Some sort of symbiotic algorithmic fan dance to increase overall costs & by default increase FVF's
(Such as more people from the opposite side of the country seeing your items in search than in your own Home State because 25.00 to ship garners more FVF's than 7.50)
Then you can come back here & complain how everyone from the East Coast is buying all your stuff & screwing you.

I wouldn't block any states...especially CA, WA, OR and AZ because they usually don't get snowed in during the winter like the mid west or east coast.
I want buyers.
One bad buyer doesn't mean I am going to block their state.
'west coast keeps buying all my stuff'...meaning you prefer no sales?

It would be 5000x easier, and take 1/10 the amount of time to be able to exclude certain states, rather than having to measure dimensions and weigh an item every time I have something heavy to list. Thats insane

I already dont make any sales so whats the difference. Yes, if it means I have to wait a few more days to make an extra $5 from a better located buyer, sure, id love to exclude states

It is funny that you say that. I do go back and forth from the east and west coast, and it does seem like i always end up shipping cross country. It would be interesting (probably just for me 😂) if someone opened two different eBay stores, one on each coast with the same inventory, price and descriptions, would one be favored more than the other. Would each store have an advantage of where items are purchased from?

True. They'd rather just keep changing things around in the app that no one asked for. Doing something useful would make TOO much sense!

I think you can do a one-time set up of shipping zones and just set the shipping costs to a totally outrageous amount for those buyers that you do not want to sell to. Problem solved forever.
Doing flat rats shipping to all locations with heavy items is not the greatest of "business models".
Or having a shipping policy for calculated on just a few items is also a simple process.
