It looks to me like the two items to be relisted are more than 90 days expired, as we can see here:

You should be able to create new listings from inventory instead.

Wowzers!! I used Turbo Lister for years and really liked it. Several years ago it quit working, for me, and eBay CSR told me that eBay no longer supported Turbo Lister. I moved on and never tried it again. Didn't realize it is still functional.

Turbo quit working on computers that could no longer support upgrades to newer versions of Internet Explorer. Turbo Lister uses the Internet Explorer browser engine and upload capability, but when newer security services were mandated, those were only available in the newer Internet Explorer engine. Members with older machines that would not support anything above IE8 were left behind.
Turbo is no longer available on the website, and will not be further developed (as far as we know), but it can still be used by sellers whose systems support it.

I did the TL required updates a few nights ago. It worked until yesterday. Now It is taking me nearly an hour just to edit or create a new listing. It keeps saying “TL is not responding”.
Every step of the way it is hanging up forever. Even adding photos through the Ebay Pictures Service is taking forever or won’t load at all.
Is this some secret plan of Ebays to get us all into Seller Hub?
I need real help here. I have run virus scans, rebooted at least 10 times, etc.
BTW, I am running Windows 10 and have been for the last year with no TL problems at all.
I also backed up and compacted my database before doing the required updates.

While there are currently no plans to upgrade TL in any significant way, it should still function for those who currently have it installed. It's been so many years since my TL quit that I don't really know what could be the current issue with your TL unless the update did not fully install (but it did work for a couple of days after the update?)
@dollybeauty has suggested that when an updated fails to function, it would be better to uninstall and reinstall. That may be what you are facing, but I would leave it to @dollybeauty to provide more detail there because the program may also need to be installed as administrator.

I would not expect that eBay would resort to any tricks to force users off of Turbo. All they need to do is revoke a user's token to stop access to eBay.
I have not started Turbo in some time. I did so and Synch'ed and Compressed the DBs. All went well.
I may install Turbo on a different computer this weekend. I do not wish to modify (update) my copy at this time.
You might consider asking the AdvancedApps team about your issue. They can read the installation log to determine if something is wrong with the install.
Deleting and reinstalling may be problematic for users who have an old copy. This would need to be a last resort.

Note. While Turbo is no longer supported, I have not heard of any user who reported that the AdvancedApps team failed to provide help.

I reached out to ebay and got a reply. Just haven't gotten time to do what they asked me to do yet.
I do have the latest version installed however.

After reading another thread here last night, I discovered I do NOT have the latest version.
I emailed the team again with all the info they asked me for and got very good instructions on how to do everything, but how to get the latest version.
I too have way too many items in my database and will do what I was told to do this evening but still don't know how to get the latest version.
Any ideas?

This is what I was told. Please tell me if you agree with this as I don't want to mess it up anymore than it already is:
"Turbo Lister was not designed to hold more than 2,000 items per database and you have over 9,000 items which would definitely cause issues.
The first thing I would recommend that you do would be to delete the Activity Log. This section accumulates by uploading items. It just makes a copy of the items you are uploading and moves the copy to Activity Log. When you are deleting you will want to do smaller chunks at first because if you try to delete all of it at the same time or a very large chunk it will shut down the program. I would recommend starting off with 100-200 at a time and as the program moves faster in deleting your items you can select larger chunks.
Next, I would recommend cleaning up the Listing Activity Folder. Any items that you would like to keep should be moved to the Inventory folder. Once all the items you want to keep have been moved over you can delete the Listing Activity. You can actually do this section from outside the program and it is much faster than doing it from within. To do this you will want to go to your C: drive then open Program Data>eBay>Turbo Lister 2>Data then delete the folders with the names a*river*runs*through*itlisting and a*river*runs*through*it.tdb.
* When you are in the C: drive if you do not see Program Data then you can click on View and select Show Hidden Files, Folder, and Drives.
After deleting you Listing Activity I recommend compacting your database by selecting Tools>Compact Database.
After this the last thing I would recommend would be to delete things you do not need and keep the number in your Turbo Lister at around 2,000 items in total.
After cleaning up your Turbo Lister you should be able to update your Turbo Lister. I would recommend doing it from outside the program instead of from within. I will provide a link below that you can use to do this. You will just want to exit out of Turbo Lister, click on this link, and follow the prompts.

I can't even view the Activity Log to start deleting them. I click on it and nothing shows up.

Relax. Let me help you understand this. The eBay associate you spoke to (conversed with) is obviously very knowledgeable about TurboLister. This is language I would expect from the AdvancedApps team.
I used your link and downloaded a copy of the setupUS.exe file that is exactly the same (file size) as the last copy I downloaded. This is good. Additionally, three versions behind is not a game changer. 4 maybe, but not three.
I expect that all is good here.
Give me some development time to verify results. A day, maybe two.
