Is the automatic send an offer option broken?

I've enabled the option to auto send offers to interested customers- usually 20-35% off. I also periodically drop prices on older items, sometimes hundreds at a time. I just noticed that when I look at these listings, it says that this feature is active, but the offer price has not adjusted to the new lower prices. The help page on sending offers says that when you change a price the offer amount automatically adjusts, but this doesn't seem to be the case on my items. 

 

As an example, say had a $100 item with automatic offers enabled of 20% off. Then I drop the price to $50, it still shows that my offer price being sent out is $80.  I have no idea if anyone is getting these offers or if they're just not going out because the offer price exceeds the list price. I talked with customer service and they said there is no way to bulk edit this. Ideally I'd bulk remove/end the feature that sends offers and start over but despite ebay's help pages saying this is an option, it does not appear to be possible. You can do it individually but this would take many hours. Has anyone else encountered this?
