There is a "help and contact" at the bottom of the page.

You would do much better contacting a customer service rep via facebook, I don't have the link, hopefully someone will post it. If you call CS, you will get an idiot who knows nothing about ebay policy. It's been that way for years.

If it is a platform issue, post on the technical issues forum, or read the tacked thread of known issues to get a ticket number to take to customer service:

To discuss an issue regarding the content of feedback, locate a help page that is somewhat related to the issue (like feedback policy violations ). Scroll to the bottom, click the "Contact us" button, and type "agent" into the chat box that opens to see options for a live human.
