As a buyer, if I buy something that’s not as described and I want to return it, is my only option to accept a partial refund at the sellers discretion?

No.
As a buyer, if you receive an item that is Not As Described, you are entitled to a full refund of your original payment and return shipping expenses as well. A seller may offer you a partial, but you can decline it.
It does become a bit tricky with international purchases as international sellers simply cannot purchase an international label. They are supposed to send you the money for the return label - up front.

I may be answering incorrectly. I realize that I don't have all the information. Does the seller already have the item back and is refusing to issue a full refund because they claim your return itself is faulty? Is your question in relation to the partial refund for sellers using free returns?

I’m just asking in general, if a buy something from a seller regardless of if they offer returns or not, if it’s not as described, is my only choice to accept a partial refund. I’m talking about when the new rules go into affect. I’m very confused both as a buyer and a seller.

As a seller, if you offer free returns you can offer a partial refund even if the buyer says the item is not as described. If the buyer disagrees and asks eBay to "step in" we will resolve the issue directly with the buyer and you won't have to worry about any buyer protection cases. In some situations, we may give the buyer the rest of their refund and in others, we may deny their request, but it will never affect your seller standards and we’ll monitor buyers who ask us to step in closely to ensure they’re not taking advantage of the program. Also, if the buyer is unhappy with the outcome and leaves negative or neutral feedback, we’ll automatically remove it from your reputation.

I think what you are saying is that if I buy something and I buy it from a seller that offers free 30 day returns, that if it’s not as described I won’t get all my money back?? I’ll get whatever the seller decides to give me?? That makes no sense.

That's really not the answer to the question, though. Let me give an example scenario:
Buyer purchases a $2000 computer and says it doesn't run as fast as it should, an opens up a SNAD return. Seller receives the return, tests the computer, and it's running normally. Seller then issues a partial refund of $1,500 because the computer runs normally and they've now lost the value of a new computer. Buyer disagrees with that partial refund.
What happens in this instance? Are you telling us that Ebay will NEVER go back to the seller to get additional information? Ebay will ONLY either refund the buyer $500 (hard to believe?), or deny the request to the buyer?
This is the really gray area that is the most concerning. Thanks.

None of this is ever going to happen. SNAD cases will end the way they always have: the buyer will get all of their money back and eBay will charge the seller the cost of return shipping.
If you expect more than that, you're living in a fantasy world. At eBay, the buyer is always right, even if they are scamming the seller. Get used to it.

When you offer free returns, accept a return and give a full or partial refund you are protected and eBay will never come back and ask you to pay for the buyer's claim. In this instance, if eBay refunds the buyer, eBay will cover the costs.

First and foremost - for me as a seller, it's a great policy. BUT - I don't see how this is going to end well at all. There's no way Ebay is going to be able to police this.
