I purchased a macbook on January 24, 2021 but the seller lost the item before it was even shipped out. The seller replied last Feb 19 to my message and promised to refund my payment. Now it's almost 4 months and I haven't got my refund. When I tried to open up the case at paypal, it was too late for Buyer's Protection. When I tried to open a case in Ebay, they wont allow me and keep diverting me to paypal. I was stuck without any luck on getting any help. This is my first experience and I dont know how to resolve my issue with the seller. Anyone who has similar case? Thanks.

Again, if the seller comes crying to you now, do not respond. Just wait for your automatic refund.

PayPal offers 180 days of protection - you're well within that time frame. Follow the links and advice in the above post.

Paypal replied that the item was not under their Buyer's Protection Program and closed the case which in turns disqualified me in filing case with Ebay.

I paid using paypal. When I paid for the item on Jan 24, the delivery took so long that I message seller and ask for explanation on Feb 18 but didnt received a reply. The next day, I opened a case thru paypal but the record disappeared from the list. Then i filed another 2 but the paypal system wont allowed for the reason that the transaction was not covered by Buyers Protection Program. Then the seller replied to my message saying they lost my package when Fedex failed to scan the package at the time of pickup so they will issue refund. After waiting for weeks and sending message to seller, do reply nor refund was received. When I get back to paypal, it was too late for me to escalate the case filed because it was still in their system all this time and was not visible in my list. Ebay on the other hand doesn't want to intervene due to the case already filed in paypal.

Why wouldn’t the transaction be eligible for buyer protection?
What sort of case did you file initially? Item not received?

OP opened a dispute at PayPal on Feb 19, then couldn't find that active dispute at PayPal. PayPal sends an email whenever any dispute is opened, to guide the user back to the dispute.
So OP attempted to open 2 more disputes alongside the already-opened dispute, hence was told that the additional attempts are not covered by Buyers Protection Program.
OP did not return to the active dispute within 20 days to escalate the dispute to a claim, so it automatically closed with no further recourse. 5 days before this, PayPal sends an email to warn the user of the deadline, to guide the user back to the dispute.
It is unfortunate that a few consumers, such as those with the heels to buy advanced computing devices like a Matchbook, might be best advised to shop in a local retail store.

Yep, I order such things from the brand direct or authorized electronics dealer/big box chain retailer.

If you paid with credit card, file a dispute through your card issuer.

The item has a tracking number but it stays upto there only for a long long time "shipping", the item has yet to be received by Fedex.

The item has a status of "shipping" but the tracking number provided by the seller shows no progress. When I checked the tracking number at Fedex website, it says label created and no more.

Because the item's status is still in "shipped" so paypal wont do anything yet until paypal automatically closed the case because I have yet to received the item. Now that the paypal case is closed, they cannot reopen it again even if I haven't receive the item.

You have 1443 feedback on eBay??? So they did not even ship the item out? Then just go into Paypal and open "item not recieved" case. They will need to provide proof of delivery., if they can't you get a refund. But you can't wait 4 more months. This is something you should have done Feb 10.
For sure Paypal will refund if you never recieved the item.

OP - As Paypal has already closed the dispute, you can ask your Credit Card provider to do a chargeback if that is how you funded.
But do it sooner rather than later as I am unsure how long you will have - some have 6 months, some as long as 12 months, so see your bank tomorrow.
