I ordered an item, it came and did not work, I tried to get a refund, they referred me to the seller, I repeated my request to the seller. I was told that since I had posted a bad evaluation, they would not return my money. They told me that if I revised my evaluation, they would refund. What can be done with these people?

If you're still within the time frame, open a Return request, citing a Not as Described reason. That'll catch their attention.
Also... don't believe that you'll get a refund with a fb revision. Do believe you'll get one with a Return. Good luck.

Open an item not described case.
They will either have to send you a return label on their dime and refund when item is delivered or eBay will force the refund OR they will have to refund and let you keep item

I finally called ebay. I spoke to a very pleasant lady who quickly arranged for a refund. I was very pleased with that result.

Have you actually received the refund? eBay CS reps are notorious for telling people what they want to hear to get them off the phone/chat as quickly as possible.

How did you call Ebay, they don't have a number you can call.
If you found a phone number doing a search, it probably wasn't Ebay.
