If you opened an actual item not as described case, an international seller cannot provide a return label. He would be required to PP you the funds for that label. If he does not, on the fourth day you ask Ebay to step in and they will refund you instantly without returning the item. But since you have already gone to your cc, Ebay is out of the picture. All you had to do was go to your transaction and use the drop down menu to file the case.

Must have done something wrong with your credit card chargeback. Should have filed it as a dispute and nothing else...online.

Your return request with eBay will be closed since you also opened a case with your credit card company … but you shouldn’t have difficulty getting refunded.
For the future:
1. Open only ONE case at a time.
2. You cannot be made to return an item to another country if the Item Location in the listing was in the USA.

the issue is with policy in ebay allowing this type of fraud ,getting larger by the day .. i filed with my card and got a temporary funding from them .. this comes crashing down 12/7 and i have 5 days before some auto response to non shipment closes the whole thing . there is no recourse to any of my 129.00 investment in a dead battery .... i will cancel all buying . i have had 3 accounts at different times on ebay as a seller for over 20 years . The fraud need to be addressed or ebay will lose lots of customers to a simple fraud loophole . If a seller can not provide return to america where an item is sold a simple program should be established to immediately return funding to buyer , again seller daybariqki continues to sell fraudulent parfum and cologne and dewalt batteries ........

As others mentioned, ebay does protect buyers if they buy something that doesn't work but it is a little more complicated if buyer and seller are not in the same country. If you had opened a return on the item and used the reason that the item didn't work or was not as described, the seller would be required to pay for return shipping. In most cases a seller will have to send money to PP for the label. If they don't do that then the buyer can contact ebay and explain that the seller is refusing to pay for return shipping. Usually ebay will force the seller to refund and you won't have to return the item.
The problem isn't that ebay is promoting fraud but that the system for international returns isn't automated like the domestic returns are. If a seller isn't cooperating, the buyer needs to do some research and see what the rules are.

Unfortunately a refund attempt must be made before a buyer is refunded...it cant be on just their say so. Can you imagine how many scammers would take advantage of that? As far as that seller is concerned, enough cases of item not as described will finish his career here. Hopefully, other disgruntled buyers will file cases, the only way to put him on Ebays radar.
