Why can't I buy a return label through Ebay? It is telling me to purchase from a carrier and upload

My buyer opened a return and I have to provide a return label.   Ebay used to have a option for me to purchase directly, but now it is telling me to buy one from a provider and upload it.   Can I no longer purchase a label directly from Ebay?

Was it Fed Ex or UPS by any chance ?

No, the original shipping label was purchased through Ebay.   There is no option for me to purchase the return label through Ebay.  They want me to purchase a label outside of Ebay, and upload it to the buyer.   Finally got Ebay to call me and their representative couldn't do anything to resolve it.   Basically,  she said to wait till the buyer escalates the return and then they will provide a label.   Insane!  Ebay's customer service is not what it used to be.

do not let the customer escalate it.  You will then get a defect for not responding.  You need to get them a label somehow,  

Purchase it on USPS and send the custoer the PDF version.
