Does that mean the resolve it at the end of the day at 24 or do you have to do it the day before I was communicating with the buyer the last response he didn’t reply back so I don’t want eBay to step in and he keeps the item and refunds.

The deadline will occur at some time on the 24th … depending on the exact time a previous step was taken.
The only safe play is to consider the end of the 23rd (Pacific Time) to be the actual deadline.

That means 'it's safe if you do it the day BEFORE'
