On eBay @lilkittiekatt it's a violation to ask for a partial/refund without returning the item.
You can only request a return to get your refund, which is that option you're seeing. And unfortunately, we can't expect special treatment when we're disabled, a veteran, etc. that's not a thing.

STOP what you are doing.
1st- 'reps' don't give refunds'
Sellers do.
Go to your 'purchases'- find that purchase.
Far right- click blue box- RETURN
Fill out the into.
Wait for the label (if item listed 'takes' returns)
Ship it
Watch tracking- if NOT refunded within 48hrs of it being delivered- find the 'return' and 'escalate'
Ignore all that feedback and $20 stuff.

If the seller wanted to offer a partial refund, they would refund.
Just return the item for a full refund.

well that is not at all what the rep said. And he was trying to help message the seller to request it, but the seller would only give a partial refund if i gave positive feedback first which is also against ebay policy as it is extortion. I won't be buying on ebay any longer. 20 years buying on ebay and this is it for me.

There are systems in place to prevent people from scamming and just keeping items and getting refunds. One of those systems in place is making someone return something before they can just get their money back. Even if you are disabled or don't drive you have to figure out how to return items and not have some entitlement that you are special and don't have to follow the rules. If you purchase things from people that use USPS then if you ever need to return something then you can have USPS pick up the package for free from your house when they're doing their normal delivery.
The reps really don't know anything and they'll say anything to try to get you taken care of and off the phone. They either blatantly lie or are extremely badly trained but they seem to give advice that is untrue more often than helpful. He probably just ended the chat on you because he didn't want to deal with it anymore.
You can stop sinking your time into this by just deciding if you're going to return it for a refund, leave the positive feedback to get your $20 and keep your item (not the best choice they dont have to actually pay you if they decide not to) or leave a negative feedback and keep the item and get no refund. Leaving a negative feedback because you're entitled to keep an item and get a refund instead of returning it is also a pretty crappy thing to do, but your right.

the total was over $50...if i return something i better get my full refund. it's also very crappy of a seller to pack glass items together in a grocery bag with no packing or wrapping and blame Fedex for them breaking.

If she has to see the broken glass because you find a way to return it maybe she will try harder with her packing next time. Then you will get your $50. If she takes off half the refund just call eBay and they should refund you the rest out of their pocket.

Just as a seller demanding feedback in order to get a refund is against policy, a buyer demanding a refund without a return is just as wrong!
Why don't you want to return your item?

If you filed an INAD, you'll get a full refund when the item is returned.
If the seller wants to file an insurance claim with FedEx, they need to refund you and have you hang on to the item and package so it can be turned over to FedEx.

There are situations where a partial refund just seems to make sense … BUT it is something the buyer and seller must both agree to.
As a buyer only, this is what I would communicate to the seller if I received partially damaged items: I am willing to keep the undamaged items for a $__ partial refund … OR to return everything (at seller’s expense) for a full refund. Your choice.
Then I would follow through with whatever the seller decides.
If I decide I don’t want to give up all the items, then I would have to forgo receiving any refund.
eBay will not force either the buyer or seller to accept a partial refund without both agreeing to it … so there’s really no point in speaking to an eBay agent about this.
I’m very sorry you received a damaged order.
