The item tracking shows as being delivered, but the buyers says they don't have it. Now they opened a return request, but even in the comments on the request they say they don't have the item. What do I do?

this is an easy one for you
I would do nothing and make sure you do not close the return
the MBG is on your side in a big way
you may have to hang tight for a while but thats what I woud do for now

Approve the Return request. The buyer will have to show it delivered to you before you'll have to refund. Good luck.

Thanks for the info... do I have any protection if they just slap my return label on an empty box and send it to me?

all I can say is its best not to get ahead of yourself
any CSR can see what happened and their antennnae woud go up
on ebay you have liers and crooks...you cant really tell for sure until the transaction is over

I wonder why someone would request to return an item that they claim that they never received?
A scam? They meant to file an item not received claim?
"Hi, I want to return this but I never received it and I don't have have it. Can I return it and then you can give me my money back when you receive the item that I don't have? Thank you."

Yeah, i t smells like a total scam to me. I just want to handle it in the correct way so that I don't end up losing $150. But all I read about is Ebay siding with scammers over sellers.

Buyers are often confused. I have seen many posts where the buyer asks "How am I supposed to return something if I never received it", not realizing the type of case they opened.

Exact same thing is currently happening to me on Amazon. Funny thing - I sent it with signature confirmation, which was entered by the USPS as signed for. They buyer requested a return at the same time they said they did not receive it. Amazon automatically sent them a prepaid return label, which after 4 days has not been used yet.
The only thing I can do is wait, and see if the buyer either gets over her confusion, or gives up and closes the return request after being flushed out by my communications to her that were courteous but still blunt.
I'm waiting for a resolution after my messages to either the buyer being incredibly confused, or is trying to scam me. I'll keep you posted on the outcome.. I'm guessing the procedure and resolution process here on eBay will be similar.

You do not.
You need to call that in and speak with a USA based CSR before you do anything.

Do other countries embassies here in the US act as a mail forwarding service for their countrymen back home? I ask because the buyer used the Russian Embassy in NY as a shipping address... and I don't think the person I've been dealing with is a diplomat.

Upload the tracker on the return it's an auto win for you.
Then ignore and block
You are not his local post office so it's out of your hands where they delivered the item to, that is between him and the post office not you
