I'm new to eBay and I refunded a buyer for 2 items. I refunded before I should have and they never received a return shipping label. Albeit, it's only needed for under $1. There is nowhere on ebay that I can find for creating and return shipping label so they can returned the items. Something like this should be a no Brainer. I can't find any information online or on ebays help center.
Any ideas?

Yes, it's a no-brainer.
1. Your buyer starts a return request.
2. The seller accepts and issues a return label.
3. After the item is returned, the seller issues the refund.

Once you issue a refund, the option to have the buyer return the item is removed.
You can would have to figure out another way to provide a shipping label to your buyer. You can't send one through eBay now.
You should have seen a message when you refunded that suggested that you don't expect the item back if you refund.

In a return situation a seller has 2 options
1. send the buyer a return label
2. issue a refund allowing the buyer to keep the item.
Unfortunately you chose option 2. Once that is done a return label is no longer available.

I was a little confused by your post.
What is the expected refund for the returned items?
If it's less than I'd say ($4) then you can't issue a refund label via eBay. EBay uses USPS Ground Advantage as the lowest form of return shipping and I'd guess the cost would be around $4 for that type of label.
Not sure what the lowest return label someone has gotten on eBay.
But cheaper items that were sent via stamp or ESE, you may not print return label on eBay. I suspect they expect you to just refund and move on.

"If the expected shipping charges exceed the expected refund or the refund value of a replacement or exchange, an eBay return shipping label won’t be available."

They have the refund. They can put a card(s) in a PWE and send it back to you. You can send them a self-addressed stamped PWE to return the card(s).

Once you refunded, the case was closed and there's no way to provide a shipping label through Ebay.
You have to send a label outside of Ebay or send them the money to pay for the return.
Now that they have their refund, they have no reason to return the items, so even if you did send a label or money to pay for shipping, there's no guarantee they'll use it to return the items.

This is incorrect. Getting positive feedback from the seller is a reason. I know it's a reason that you personally don't like. However that's moot and doesn't change the fact that you're wrong.

Why would the seller leave positive feedback, most would just add them to their BBL.
It doesn't matter what I like or not, I'm not the buyer or seller.
