Contacted ebay and said that since accept or decline is my own decision and ebay consider this kind of return as remorse return.

If you have a no return policy, decline the return.
Buyer should have asked for measurements before purchasing.

I have a no return policy but never refuse a reasonable return request, especially when the buyer is honest enough to admit the remorse reason.
Since you charge separately for shipping, you're only obligated to issue a refund of the purchase price of the item upon receipt of the return. Buyer pays return shipping. So you aren't out much more than your time.

When you receive the return, you can issue the refund for the purchase price. (Don't deduct anything from the purchase price. Just don't issue the refund that includes the original shipping.)

Although you're within your rights to decline if you do that the buyer can turn around and file a chargeback and get a full refund and not have to return it. And you pay a $20 chargeback fee when that happens. eBay can't prevent a buyer from going to their payment source for a refund.

I dont know that I would be trying to sell monitors on eBay due to the shipping costs and fragile products. Just sounds risky to me.
Unless the overall profit margin for an entire year is good.

Yep the wally mart shoppers. They return as fast as they buy.
Problem selling in this venue, there is no such thing as no returns. If a not as described case is filed, you will be refunding.
When you sell you are wagering the profit of the sale against the cost of shipping both ways. It's not always a wise bet to place........

I sell some monitors but I TRY to sell as many as possible locally for the cash price I make after I pay fees and shipping, like a $400 monitor for 315 or something. I do sell whatever won't sell local on here on FB marketplace (shipping is much easier and fees are WAY lower plus no stupid returns like doesn't fit on my desk).
Personally I'd risk it and decline just because of the added risk of shipping it and the chance the buyer packages it poorly but if you do accept it per eBay -
If the listing states that the seller offers returns, the buyer may return the item for any reason, including if they change their mind about the item ("remorse" returns).
When a buyer requests a return within the seller's return policy, the seller must allow them to return the item for a full refund. The seller may exclude original shipping costs from the refund.
So at least you can exclude shipping to them.
