Buyer requested a return after 30 days, which I have agreed. How does he start the return process in this case, as he said there is no option to request it his end. He asked if I could instigate it, which I don't think I can. How can this be resolved?

I have had buyers in the past couple of years able to open return requests past 30 days from the delivery date. One of them was past 60 days.
Have them find the order in their purchase history and look and see what their options are there. Click on More Actions.
I just checked one of my purchases and it states that I am outside of the eBay Money Back Guarantee but I can still Open a return.

ebay cuts off returns processing at 30 days after the actual calendar delivery date. That is the extent of the money back guarantee. I do not believe within ebay there is anything else you can do. You are likely facing doing it directly between parties at this point, if you are wanting to proceed with a return.

The time has run out. I wouldn't communicate with the buyer anymore. Furthermore the customer may have broken the item and is trying to get their money back.
