How to find drop down menu in Seller Hub for refund

I'm trying to issue a full refund for an item. All the info I can find says to go to the Seller Hub and from the drop down menu, Select Refund. I can't find a drop down menu on the Seller Hub and have been through all the other actions listed on the left side and can't find a way to refund the buyer. I tried from the page titled Selling on My Ebay and can't find any way to process a refund. Help! Thank you!

If you are in Seller Hub... go to Orders/Paid and shipped (if it was) or Orders/Awaiting payment (if it is).

 

The drop down menu is the little blue arrow to the left of the order. Tick it to select 'Send refund', enter the amount of the refund, confirm and submit.

Once you're on the Seller Hub page, look for the "Orders" tab or section. This is where you can access your sales and order information.

For some reason, when I go to the sold items page, there is no blue arrow or three dots. Is there another way?

Orders — eBay Seller Hub

 

Select the order you wish to refund on, click the blue down arrow and scroll down to the refund option.

I'm also trying to issue a shipping refund, but following these steps has only shown me 3 options: leave feedback, get another label, or pront oacking slip and more. There's no refund option anywhere.  Any help?

when I click the 3 dots (that replaced the down arrow) I am presented with many options.
