Hello,
I sold a car part, but the buyer requested to cancel the order because "Doesn't match description or photos". I tried to decline the return request, but there is no such option, and I have only two options: accept the return, or offer a full or partial refund. I don't think it's fair that I'm taking a loss when the buyer failed to do their check before purchasing.
Is there any good solution?

You have the complete picture. You either accept the return and provide a prepaid label to get the item back before refunding or refund now and let the buyer keep the item.
You can also offer a partial refund but before doing that I would suggest getting the buyer to agree with that thru eBay messages before offering the partial refund thru the return.

When a buyer says it doesn't match the description, your no returns mean nothing.
Two solutions and you won't like either one.

You will have to accept the return. In fact, starting next month, most car part listings will have to be set to 30-day free returns. eBay will be subsiding half the cost of the return label.
I also sell car parts. You are much better off setting those listings (and really any listing for that matter) up to accept free returns. Buyers are much more likely to select the real reason for the return (e.g. they changed their mind), and you will be able to withhold the original shipping charges and reduce up to 50% of the cost of the item.

You have these choices:
Return for full refund
Refund and they keep item
Partial refund and they keep item (they have to agree to this)

As everyone has already pointed out your options, I would just add that if you do nothing, and ebay handles this for you, they will refund the buyer, buyer keeps the item, and you get a defect on your account.. you want to be out in front of this.

Buyer requested to 'cancel the order'...before it got shipped?
Buyer can't do anything while it is in transit...
If it hasn't been shipped I would cancel the order...otherwise it will probably be returned by buyer when received
