Cheating

I had  ordered pair of Olay Professional ProX Exfoliating Renewal Cleanser on Jan 17th paid $38.50,   I opened it a week before and see tubes are filled with water  and air and has diluted/watery substance instead of gel. 

 Its definitely not a new product as it was listed. Contacted seller and seller is unwilling to address the issue as its over 30 days.

What are my options?

Well you are past Ebays thirty day mbg, and probably past PP's six month guarantee. If you paid by cc, you could try them for a chargeback.
