I ordered a scooter a while back and it never shipped and after contacting the seller multiple times they have not responded. I tried submitting for a return request thinking this might act as a way to cancel the order but realized it wasn’t and closed the request. Now it says it’s too late to cancel my order I think because I already closed the return request but I don’t have the scooter. Any tips to help me figure this out?

Sellers are not obligated to cancel orders, you entered into an agreement. But, seeing that you it appears seller did not ship, something might be off with it. For starters, lets get a quick familiarization on eBay Money Back Guarantee, which is clearly posted all over, and should have been the first thing you did.
You have up to 30 days from order arrival to submit a claim for item not received and you will be protected and refunded. You also have same amount of time to submit claim for return if you have problems with purchase, such as item not as described, missing pieces, broken etc & you will be protected and refunded.
What does the tracking shows, does it shows that it was shipped at all, was it delivered. If not, you submitted wrong request, how can you submit a return request when you have nothing to return. Should have submitted a item not received. Since you already opened the wrong case, and close it, eBay no longer can do anything for you as you have one time only. At this point, you should submit a chargeback through your payment source, as that can be done 180 days. That should be your next step.

Why did you close the Item Not Received case?
That's exactly what you were spouse to do. Now, you have to place a stop payment by your credit card company
No solutions on eBay. You had a chance to get your money back and there are no second chances available for you

They didn't open an item not received case. If it was too soon to open an inr they may have thought a return was the only choice that they had. It seems to happen fairly often.

Buyer opened a Return Request and closed it. That's what this statement says. We know, Buyer didn't open a Return Request because Buyer hasn't received the item yet. Buyer only could have opened an Item Not Received request

However, the request was closed by Buyer. Once Buyers close requests, eBay's software thinks; all is well with the transaction. That will be it. No alternatives to go forward with eBay to get money or merchandise
Then, the only choice remained will be contacting the financial institution
There's nothing eBay could do now. Buyer closed the only request available. No path forward here

- A buyer can start a remorse or Not As Described return request one second after payment.
- A buyer is blocked from starting an Item Not Received refund request until after the latest estimated delivery date.

If Buyer hasn't received the item and Buyer opens and closes the item not received request. Buyer is done
If item is not shipped, none of your 'corrections' are valid. Buyer got one shut at it, Buyer wasted it
You didn't read O P 's statements, did you?! Buyer closed the INR request and item has never been shipped

buyer, by their own statement, stated that they opened and closed a R-E-T-U-R-N R-E-Q-U-E-S-T .

You're showing me a screenshot, screenshut! Of what? Options after item has been delivered?...Show me that screen while item isn't shipped yet, in an international venue and Seller chose a long long time to ship

If you submitted a return request, it was the wrong kind of request. If it was never shipped, then you had NOTHING to return.
You had apparently not received the item, so what you needed was an item not received case.
eBay usually allows only one case per transaction.
If you paid with Paypal, you can open an INR case there. Or do a charge back on your credit card.

According to the OP's statement, he DID open a return request, although he had nothing to return.

At no place in his message does he state that he opened an item not received request.
