I sold a used camera lens. Buyer received and claims it's not as described. Ebay ruled in his favor and he shipped the lens back. The lens arrived in a damaged box, not wrapped, with broken glass etc. Really poor condition. I recorded myself receiving and opening the box and have a full video of it.
Messaged the buyer, he claims he packed it well and i should open a claim with USPS.
Ebay rep suggested i should refund or partial refund, and then open a claim for "damaged item received".
It seems a bit weird to offer a refund and open a claim after i refunded. Is there a better solution?
Also, i don't really have an option to issue a refund in my dashboard, so i'm not even sure how to move forward.

If the buyer opens INAD you will have to refund the buyer, and open a claim with USPS.
In these cases eBay rarely sides with a seller especially as damaged in transit can not be proven either way, sorry

Just know that no video or pictures are excepted as proof of anything since they can be of 'something else' or 'modified'.
Any 'claims' against USPS have been negated since the item was now put in the mail and 'resent'; it needed to be reported 'before' it was shipped back and the buyer needed to take to the post office.
At this time, there is nothing that can be done that will get you any REAL compensation for this.

@alehandro130 You can't, there is nothing you can do in this case. This platform doesn't get involved in you said/they said disputes. As mentioned videos mean nothing, buyer will say they sent it back correctly, case closed. You will lose any case with USPS also for reasons mentioned. All you can do now is fully refund this buyer. If you don't fully refund eBay will take the money directly out of your account plus charge you an additional $20 for seller not resolving the case. This is a part of selling online to strangers. The first problem is you are selling a $700+ with NO returns. Know that NO returns only means you don't want it back, but does NOT mean no refunds (see 30 day MBG).
2nd- because you have 'no returns' the only way for a buyer to 'force' a return is to claim 'not as described' which also forces a shipping label paid for by you.
3rd- using 'no returns' makes the 50% deduction when item arrives not available to you
4th- in the future, either do not sell things that cost that much with 'no returns'. Use that only if it's an item you don't care if it doesn't come back.

They just want to spend your money instead of their money.
