A laser printer was returned which had been misshandled. The toner cartridge was torn apart. Toner spilling out all over. Inadequate packing was used. The buyer said the printer was not working. It was working when I shipped. It some laser printers can be trying to make work. But once you learn how, they are no problem. This printer is one of those.
I would like to refund the buyer the cost of the printer minus the price of a replacement toner cartridge. Also can I refuse to pay return shipping considering the damage done by the buyer and inadequate packing?
The toner did not spill out of the cartridge during shipping. The cartridge was physically torn up like someone had stomped on it. And I removed the cartridge and wrapped it separately as I know sometimes a cartridge toner powder can spill out.

No, it doesn't look like you are eligible to give a partial refund when an item was returned that was used or damaged by the buyer.
You have to either be a Top Rated Seller, or offer free returns to be eligible for this. eBay does this to encourage sellers to become top rated or offer free returns. If you are not eligible then you can't give a partial refund.

You can however Report the buyer to eBay since what they returned was not what you sent or was not in the same condition.
