'send offer' function Not working

My current glitch tonight, regarding the 'send offer' function.
I tried to send an offer of $12.50 for an item that has a current price of 12.95.
I got this error message "The offer amount must be lower than the current price."

?? 12.50 IS lower than 12.95.

One perhaps unlikely possibility: have you tried refreshing the item page? I had a tab open for a while with an item I was considering. Upon refreshing I discovered the seller had lowered the price by 20%.

Read a comment by a poster that you must make the offer a minimum of 5% below the regular price.....he said that message showed up when he tried to offer less than 5%.  No info from ebay about a minimum being imposed......but you might try 6% and see what happens........

When I use the SEND OFFER option, my offer price is at least 10% less than the asking price.

The first few times it didn't work.  Then I stopped using it.  Then I tried again, and I finally got a buyer to "bite".  I think I lowered the price by $2.00 .

I was reading an article on Ecommercebytes this morning about this.

"eBay reportedly made a change to its "Seller Initiated Offers" feature, which it launched in a pilot program in the fall and expanded in May. Unlike Best Offers, where buyers reach out to sellers with an offer, with Seller Initiated Offers, sellers reach out to buyers - for example, they can make offers to buyers who are watching their items.

Today, a seller reported on the eBay discussion boards that sellers can now only make offers that are at least 5% less the original price."
