I have received, twice, a "send offer" offer for a shirt I'm selling but each time when I click on it, I get a response "there are no eligible buyers for offers." I can't be the only one this is happening to? Very frustrating because Ebay sends these few and far between and I would love to actually sell the item and make a sale.

It's possible the buyer that dropped in has receiving offers turned off in email or they may live in country/region you don't ship to. It would be awesome to know where a buyer that you are sending random offers is located but that is unlikely to ever happen. Or they have PO Box and you have PO's turned off.

Another thought is that they may have already received an offer from you. You can't send more or it's considered spamming.
