I originally promoted an item then removed it two weeks ago. Today, two weeks later, the item sold but Ebay is still trying to charge that promotion fee even though the item didn't sell because of it. How do I rectify this and get that amount back?

Ebay only allows me to send offers at random. And it keeps asking me to add specifics, when there are no more specifics I can add. How can I send offers to any items that have views? I'm not asking about anyone who has watched my item, just for items...
