Yes, it is frustrating. Like you, my pending promotions problem has been getting worse over time.

CS says that the "processing" time is supposedly so they can review the listings to make sure they don't violate policy or have any issues, and that may take up to 24 hours. Any time you add additional listings to the promotion, those listings will also have to go through that review process. They said that is the reason why this is considered a "site security" issue, not a "technical" issue.
There are several things that cause me to question that answer, but that's the official word from eBay and so far after 2 months, I've been unsuccessful in getting them to see how having up to 24 hour delays on markdowns is not "normal experience" and is really going to ruin some sellers' holiday plans.

I am well over 36 hours waiting for new items to be added to the markdown, which launched fine but has not acquired new or revised listings since Wednesday.

Guess what?
You can't end promotions either. It's a major glitch that eBay won't admit to.
Now they say that not only will your promotion not start for 24 hours, but you cannot end for 24 hours.
36 hours and running and still cannot end the promotion.
Only option was to put the store on vacation and hope they fix this.
Are we the only ones tired of all this glitches?
Seems like Devin broke the platform with all his unnecessary updates.

I have just hit 49+ hours since new items were listed, and none of them has been added to a running promotion.

@bargainbigly - Are you getting the error message that says you can't end a sale until it has been running for 24 hours?
I've had luck in the past getting around that by removing all but 1 item from the sale. Leaving one item in the sale is enough to keep it active and satisfy their 24 hour requirement, but removing everything else at least frees up the other items to be used in other promotions. Hope that helps!

I am having the same problem. I ended a current markdown by just changing all the prices. CS wasn't any help....in fact they deleted ALL my markdown history and over 400 of my promoted listings! I had the promoted listings set up a certain way and that took me a long time to re-promote everything the way I wanted it done! Finally, the old markdown was finished and I set up the new one....only SOME got marked down. Others say ON SALE in gray when I went to add more items today....those new items from this morning say PENDING MARKDOWN. The ones that say ON SALE in gray are not actually marked down. When will this happen? I am tempted to just delete this and run a 20% off through Promotions manager since that worked fine in the past.

Same issue...sale won't end and it's been over 12 hours. I had a previous experience with this and they NEVER went off sale. That time it was only 1,500 of my 19,000 items, and when I put on any type of additional sale it just further reduced the price, not even recognizing that they were already on sale. I just lived with it because of the amount of items it was affecting. This time it is 10,000 items and I'm not sure what I'm going to do. Customer service is certainly aware of the problem, but if it ends up like last time there was no solution, besides me manually adjusting prices or relisting them (and of course absorbing the fees). This is really frustrating and certainly makes it hard to make a living 😞

My markdowns were all to end last night at 10:00pm. It's 11:19am and they are all still "processing" and still on sale. Will they EVER end?
Funny, my Etsy sale items started on time and ended on time.
