I have the same issue in both uptodate Chrome and Firefox browers. Refuses to accept the images that I have picked. It might help if the image weren't so **bleep** to identify what they were.

Are you erasing your browser cookies regularly, or blocking third party tracking? Either of those can potentially lead to Captcha issues. Once I have signed in using a browser, I rarely have to go through Captcha again unless I specifically erase my eBay cookies, sign in using a different network, or sign in to a different site such as ebay.com vs. ebay.co.uk. [You are currently on the US ebay.com site.]
In some cases script blockers or ad blockers can cause issues, too. Try disabling those on the sign in page, if you continue to have problems.
If you are using a mobile browser, you should be able to enlarge the images if size is an issue for you. If the images are unclear, try reloading the Captcha, or use one of the alternative accessibility options.
Some browsers are better than others when it comes to dealing with sign-in issues. Certain browser settings (like tracking protection) and eBay account settings (such as the "keep me signed in" option) affect sign in behavior as well.

I have a strong dislike for that same automated login process. I I haven't seen it in over a month & I don't know why it went away, but it did.
Have you tried using a different browser? Clearing out cookies? Searched google for tips on how to get past that process? Do some research on the problem and see what comes up.

I have written hCaptcha a bad recommendation on TrustPilot as have many other people (all of the reviews are the worst possible) and added that, if I keep having trouble with it, I will not be able to buy from the web sites that use it and will have to buy from their competitors.

The bottom line is that this non-value-adding obstacle should not be there at all, and I should not have to jump through hoops with my security and ad blocking software to use E-bay. I do not have time to play picture games, and especially not with images that look like they were finger painted by a 3 year old as opposed to photos intelligible to humans. I also do not have time to use alternatives (the Accessibility option did not work, by the way) or in fact do anything but log onto the site and complete my transactions. I do not budget time for playing picture games with web sites as opposed to getting my shopping or selling done. As far as I am concerned, the presence of hCaptcha on a web commerce page is going to be a deal-breaker for me.
I have written hCaptcha a bad recommendation on TrustPilot and intend to write it a bad one on other rating sites as well as soon as I find them.
Your advice about the UK site is however helpful because, if it does not have hCaptcha, I will be able to buy and sell on E-bay through that avenue.

How much is it worth not to have your account taken over by a hacker using a script to try different passwords?
Captcha makes certain kinds of account takeovers less likely. Even if you are certain your own account could never be taken over that way, you benefit by others' accounts being more secure as well, making it less likely a person you are dealing with in a transaction is a scammer.
eBay is unlikely to entirely do away with passwords or verification because some users have problems with them or find them a waste of time, at least not until someone finds a better way to keep unauthorized users out of others' accounts.
For most users, dealing with a Captcha test should happen only once in a while -- perhaps once per month on any given account. I typically only run into those tests when signing in to an unfamiliar site in another country or when trying out an unfamiliar browsers to test them, or after specifically clearing eBay cookies to fix some other issue.
If you are encountering multiple Captcha tests per day or finding it difficult or impossible to pass the Captcha test or to make use of the accessibility options, then possibly there is something about the way your computer, browser or network is set up -- or something about the way you are using the site -- that is contributing to the issue you are facing.

Are using any of eBay's multifactor authentication offerings? I wonder if those decrease captcha. I have never seen one at any point when I log in.

I believe E-bay, like most other web sites that deal with money transactions, will lock the account if there are too many unsuccessful efforts to log into it (e.g. a bot trying different passwords) and require two-factor authentication to reopen it. Somebody tried to get into my bank account with the result that it was locked until I used two-factor authentication to open it.
I also learned that hCaptcha is a mechanism for the web site owner to get micropayments for users training image recognition software (the hCaptcha web site says so), i.e. use unpaid work instead of paying people for this kind of work through Mechanical Turk. Sorry, I don't work for free for for-profit companies.
I have not had this problem recently but the bottom line is that, if I run into hCaptcha and cannot circumvent it then I will abandon my online shopping cart and buy from somebody else.

Here is where hCaptcha admits to using unpaid time by web site visitors. https://www.facebook.com/hcaptcha/photos/372399486611228
If you (E-bay or any web site) want me to spend time playing picture games to train image recognition software, you need to pay me via Mechanical Turk or a similar venue.

You may have a difficult time enabling 2FA if you are locked out of your account. Or if you are traveling and not able to answer the phone number that was registered to your account when you set it up.
I would rather not be locked out of my account just because someone with a similar username mistyped my username and tried to sign in multiple times.
If you ultimately find that using eBay is more trouble than it is worth to you for any reason, I do not think anyone here will try to convince you to keep using eBay against your better judgement.

In another thread a user having problems signing in and getting through Captcha on a desktop computer was able to get around the problem by signing in on an Android phone (using the eBay app, I believe), linking a social media account to the eBay account, and then signing in via social media on a desktop computer.
A possible course of action to keep in mind if Captcha is not cooperating for you.

I have never had a problem with this noting that, if I am traveling, I can use my cell phone to get 2FA. I have in fact been locked out of my E-bay (or PayPal) account and used 2FA, in this case a code sent to my E-mail address, to get back in. In any event, making E-bay more trouble than it is worth to use is not a good way to make money. Also, hCaptcha does nothing to keep somebody from locking me out of my account if he/she mistypes the user name and is willing to waste his/her time playing picture games. The bottom line is that shoving hCaptcha or ReCaptcha in my face when I try to buy something is a good way to break an almost completed sale and get a bad online review from me in the bargain.
But 2FA works fine on my landline, cell phone, and/or E-mail account when I need it.
I will also look at the solution shown below which is to link a social media account to my E-bay account, if this will prevent problems in the future.

This looks like a potentially constructive solution and I will see if I can link my E-bay account to my Facebook or Twitter account. Thank you.

I checked and I can't see how to do this (link my social media account to E-Bay). Then again, this could create a security exposure if somebody got into my social media account.
