I am using Microsoft Edge, and for the last year or two I've had issues with the item photos "stuttering" when I scroll down a search page. For example I search for "vintage speakers", and 4-5 items will appear on my screen, and if I scroll down, it takes a second for more pics to appear. It even does that in reverse.....I'll be at the bottom of the list, and if I scroll back up, most of the photos need to re-generate. Clearing my cache doesn't improve things. And there's nothing wrong with my internet connection, I can watch HD videos on Youtube without any delays.

Any ideas? It causes my machine to heat up and my fan to spin fast.

Does this issue occur in other browsers, or just in Edge?
Do you notice the stuttering on scrolling on any other sites, or just eBay?
From your description it sounds as if there may be a runaway script of some sort. Have you tried an adblocker? Run a virus or malware scan lately?
I have not noticed any stuttering when quickly scrolling through an eBay search page using the Edge browser, but the loading of thumbnail images is noticeably faster when using an adblocker.

The problem happens on both Edge and Explorer. Edge is worse from a heat build-up standpoint. And I do use both AdBlock and AdGuard. No issues with viruses or malware either.
The item preview pics are low-rez (only about 200 x 200), so I don't understand why this is happening.

The problems you describe sound extremely annoying, and if they were happening to many users, I suspect that the boards would be filled with entirely justified complaints shortly after they first surfaced.
Perhaps there is something about your current setup -- some combination of browser extensions or antivirus suite or network settings that is conflicting with some script on eBay. But this is only speculation on my part; I do not know. All I can suggest is to try temporarily disabling or changing out individual things one at a time to see if there is any noticeable improvement.
If this was happening to me, I would first try searching eBay in an Edge "New InPrivate window" when not signed in, and then again after signing in, to see if that changes anything, just in case there was an issue with my current browser profile.
I would next try a non-Microsoft browser to see if the results were any different. Chrome, Firefox and Opera are all freely available and are quick to download and install, and should not interfere with your current browser.
Also possibly worth trying: searching on ebay.ca just in case the issue is exclusive to ebay.com. Searching the Canadian eBay site might be a suitable temporary workaround until a more permanent solution can be found, if that works any better.
For the sake of completeness, you might also try signing in to your account on another computer on another network, if at all possible, to see if the problem is tied to your account, though that seems unlikely to me.

In answer to the question posed in your title, I do not know how to change the resolution of the search page thumbnail pictures, but you can change the size of the pictures shown, or if they are shown at all. The "View" dropdown (in the upper right corner of the search results page) which lets you choose Gallery or List also has a Customize setting where you can change what is shown on your search results page. You might also try altering the number of items per page to see if that affects the "jerkiness" of your scrolling.
So if the pictures themselves are the problem, you do have the option to eliminate them from your search results if absolutely necessary. Though you should still try to determine the ultimate cause of the issue so that you can use whatever search settings are most useful to you without having to compromise.
