Trying to ship by UPS and keep getting the subject message above and then: "Please be aware that UPS is experiencing issues at the moment. We apologise for any inconvenience and if affected, ask that you try again later." I've tried over a couple of hours and keep getting the same message. Not sure what to do. I need to ship the item tomorrow.

Hey @dynasty92. This UPS issue has been going on for a few days. Sign up for a free account at pirateship.com - the UPS rates are just as good and sometimes better than eBay's.
You can create a one-off label and upload tracking to eBay, or you can integrate your eBay account which will pull in all your eBay orders then automatically send the tracking data to eBay.

Actually, I did try Pirate Ship since I use it on another site, but this shipment has to go to a different address from what the buyer usually uses, and I can't figure out how or if Pirate ship will allow me to change the address.

Just create a label from scratch on pirate instead of using the eBay import. Then you can enter any address. Manually upload tracking to eBay.
Sounds like this is a regular buyer and you're comfortable shipping to a different address, but just going to put out there that changing the address voids all seller protection on item not received claims, even when you have tracking confirming delivery and a message from the buyer asking you to change the address.
