Sorry I'm not a Snipping Tool expert so the above is hard to read.
Recently I went to my account settings > Business Policies and created a default Shipping policy (shown in wee print above) named Flat $.90 with a Standard Shipping cost of $.90 and a cost of $.10 for each additional item in a combined shipping order. I updated the descriptions on all my listings to state this. Currently 99 listings are using this default shipping policy. However if I go to an active listing and click on the shipping tab I see Free shipping for each additional item as follows:
Any help on making Snipping tool images larger would also be appreciated.

OK, I selected 'no discount' even though each additional item with $.10 shipping is a $.90 discount. That's why initially I did not select this option. Selecting 'no discount' turns off the Promotional shipping rule which now says "Not specified."

I went in to bulk edit my active listings, but using a desktop computer there is no "combined shipping" under the bulk edit window. There is only Shipping policy under Delivery. So I went in to individually edit the active listings. When I clicked View shipping policy, all showed:

Before I finished editing, essentially making NO shipping policy change, all the active listings finally showed the $.10 each on the listings. Note that I had made the Promotional Shipping rule not specified by checking "no discount" before I began individual edits. I'm not sure if that's what fixed things.

Are you using business policies? I always forget to ask. If you use business policies, you have to make the change in the policy.
I don’t use them - they seem to multiply on their own 😞

Yes, I'm using Business policies for shipping. Policy name is Flat$.90, Services is Standard Shipping (1 to 5 business days), Cost $.90, Each additional $.10. Under Combined shipping discounts I have checked Apply my flat shipping rule with profile name: combinedAdd$.10. I have not checked Apply my promotional shipping rule. Handling time is 2 business days.

Sorry I forgot to ask 😞 So it sounds like there is some conflict between the combined rules and the promo rule when using the business policies.
I am glad you found a combo that works.
If you want to try another type of promo shipping, you can do it through the marketing tools. I used to set it up in both places, so that 1 would always work. I don’t think the marketing promo would conflict with the business policies.
